Kochi, May 30 (NationPress) The Kerala High Court has instructed the Vijayan administration to release the retirement and pensionary benefits of Ciza Thomas, the former Vice Chancellor of Kerala Technological University (KTU), within a two-week timeframe.
A division bench led by Justice Mustaq Mohammed mandated that the Pinarayi Vijayan government expedite the disbursement of the retirement and pensionary benefits for Ciza Thomas, who faced disciplinary measures the very day she retired as Vice Chancellor of KTU on March 31, 2023.
Currently, Thomas holds the position of Vice Chancellor at the Kerala University of Digital Sciences, Innovation and Technology.
Issues arose for Thomas in November 2022, when she assumed additional responsibilities as the Vice Chancellor of KTU under the orders of then-Chancellor Governor Arif Mohammed Khan, while serving as the senior joint director at the Technical Education Department.
At that time, a significant conflict existed between the then-Governor Khan and Chief Minister Pinarayi Vijayan.
The bench criticized the state government for its failure to ensure the release of retirement and pensionary benefits to Thomas.
Previously, a single bench of the Kerala High Court had expressed strong discontent with the Sankaracharya University for refusing a fellowship to a research student.
The Court highlighted that if the Vice Chancellor of the University receives a salary regularly, there should be no excuse for withholding the petitioner's fellowship.
Justice D. K. Singh remarked, "If the Vice Chancellor of the University is receiving a salary regularly, there can be no justification for non-payment of the petitioner's fellowship." This ruling was issued while the Court was reviewing a case lodged by a Ph.D. fellow at the Sankaracharya University of Kalady, who had been denied a sanctioned fellowship amount.
The University claimed it could not disburse the fellowship due to financial constraints.
However, the Court was displeased and mandated the University to settle the fellowship arrears within a month.
The Court also stated that the salaries of the Vice Chancellor and Registrar would be withheld until the petitioner's dues were cleared.
