The Kerala government led by Chief Minister V.D. Satheesan has rolled out a sweeping market intervention plan ahead of Onam 2025, the state's most celebrated harvest festival, deploying over ₹448 crore in allocations to stabilise prices and secure essential commodity supplies through the festive week culminating in the last week of August. The announcement was made in Thiruvananthapuram on 27 July.

Trade Fairs and Market Outreach

Food and Civil Supplies Minister Anoop Jacob announced on Monday that Supplyco's Onam Trade Fairs will commence on 8 August, with Chief Minister Satheesan inaugurating the State-level fair in Ernakulam. Three Mega Trade Fairs will be held in Thiruvananthapuram, Ernakulam, and Kozhikode, while district-level fairs will be organised across the remaining 11 districts between 16 and 25 August.

Onam Markets will additionally be opened in all 126 Assembly constituencies, with special fairs planned during the final six days before Thiruvonam. Horticorp outlets will operate alongside these fairs, offering vegetables at subsidised rates to help contain festive price spikes.

Grain Release and Ration Card Benefits

To meet the seasonal surge in demand, the government plans to release more than 1.29 lakh metric tonnes of rice and 24,500 metric tonnes of wheat through various distribution channels. Blue ration card holders will receive an additional 3 kg of rice and 2 kg of wheat, while all other ration card categories — including NPS and NPNS beneficiaries — will also be supplied wheat.

Beneficiaries will further be permitted to draw their September quota of subsidised commodities in advance during August, easing household procurement pressure ahead of the festival.

Free Onam Kits for Vulnerable Households

Distribution of the government's free Onam kits — each containing 16 essential food items — will begin in the first week of August for Antyodaya Anna Yojana (AAY) families, including inmates of welfare institutions. Approximately ₹53 crore has been earmarked for this scheme alone.

The broader fiscal commitment across Onam kit distribution, market intervention, and paddy procurement stands at ₹448.05 crore, sanctioned over the past two months, reflecting the scale of the state's effort to insulate households from rising prices during the festive season.

Anti-Hoarding Enforcement

To curb hoarding and black marketing, special squads operating under District Collectors will conduct intensified inspections across the state. The Price Monitoring Cell will closely track retail prices throughout the festive period — a mechanism that has been deployed in previous years but faces recurring challenges in unorganised wholesale markets.

This is the second consecutive year the Satheesan government has mounted a large-scale Onam price intervention, underscoring the political sensitivity of festive affordability in Kerala. With food inflation remaining elevated nationally, the state's direct procurement and subsidised distribution model offers a buffer — though economists note that such interventions address symptoms rather than the structural supply-chain gaps that cause seasonal spikes. The effectiveness of the trade fairs and enforcement squads will become clearer in the days immediately before Thiruvonam.
