Has Kiren Rijiju Laid the Foundation of the e-Vidhan Project for a Paperless Delhi Assembly?

New Delhi, June 14 (NationPress) Union Minister of Parliamentary Affairs Kiren Rijiju on Saturday applauded the swift implementation of the e-Vidhan (Paperless Assembly) system in the Delhi Assembly, viewing it as a significant advancement towards transparency and efficient governance.

While laying the foundation for the e-Vidhan (Paperless Assembly) alongside Delhi Legislative Assembly Speaker Vijender Gupta, the Union Minister stated: “The inauguration of the e-Vidhan Project at the Delhi Legislative Assembly represents a commendable leap towards harnessing technology for legislative effectiveness and transparency.”

He reflected on the period of President’s Rule in Delhi back in 2014, expressing his hope for the establishment of a dedicated and efficient government.

“Today, I can confidently assert that Delhi has indeed acquired such a responsive government. The e-Vidhan system is set to be operational within 108 days, backed by a budget of Rs 9 crore,” he remarked.

Emphasizing that a legislature forms the heart of both government and democracy, he indicated that the Assembly's efficiency is critical for a functioning government.

“This occasion signifies a notable achievement in the digitisation of legislative governance,” he added.

“While numerous states have already successfully adopted the e-Vidhan system, it is heartening to witness Delhi joining this vital national initiative. I am thrilled to be part of this progressive advancement. I aspire for the Delhi Assembly to be a model assembly, and this initiative will undeniably contribute to that vision,” he stated.

Speaker Vijender Gupta characterized the initiative as a pivotal milestone aimed at enhancing the Assembly's operations to be more efficient, transparent, and environmentally responsible.

This project, executed under the National e-Vidhan Application (NeVA), aims to digitize legislative functions, minimize paper usage, and equip lawmakers with digital access to legislative activities in real-time.

Gupta further disclosed that the tripartite MoU for NeVA was signed on March 22 among the Ministry of Parliamentary Affairs, GNCTD, and the Delhi Legislative Assembly Secretariat in the presence of Minister Rijiju.

The Speaker also noted that the Delhi Assembly has received over Rs 9 crore in funding from the Ministry of Parliamentary Affairs (MoPA), with more than Rs 1 crore allocated in the first installment.

Additionally, he mentioned that the Delhi Assembly is on course to become the first in the nation to operate completely on renewable energy, featuring a 500-kW solar power project currently underway.

Chief Minister Rekha Gupta highlighted the accomplishments of her four-month-old government and reiterated her team's commitment to launch new projects almost daily.

“We have strived to innovate every day and maximize the productivity of our four-month-old government,” she affirmed.

Commending e-Vidhan as a green initiative aimed at conserving trees, she lauded Speaker Gupta for spearheading reforms and eliminating corrupt and negative practices that existed under the previous government.

Also present as Guests of Honour were the Deputy Speaker of the Delhi Legislative Assembly Mohan Singh Bisht, and Minister of Industries, Food and Supplies and Environment, Forest and Wildlife Manjinder Singh Sirsa, along with Chief Whip Abhay Verma.
