Mumbai, Feb 23 (NationPress) Maharashtra's Governor, Acharya Devvrat, declared on Monday that the state remains a prime destination for foreign direct investment (FDI), contributing over 13.5 percent to the national GDP. He announced the establishment of a “Vision Management Unit” to steer the state's journey towards achieving a $5-trillion economy by 2047.
During the inaugural session of the budget assembly, the Governor highlighted that Maharashtra attracted Rs 1,64,875 crore in FDI for the fiscal year 2024–25, representing 39 percent of the nation's total FDI. In the first half of 2025–26, the state secured Rs 91,337 crore.
At the World Economic Forum in Davos, January 2026, memorandums of understanding worth approximately Rs 30 lakh crore were signed with companies from 18 nations, anticipated to create 40 lakh jobs.
The state also unveiled the “Maharashtra Industry, Investment and Service Policy 2025”, aimed at attracting Rs 70.5 lakh crore in investments and generating 50 lakh jobs. New policies for bamboo, gems and jewellery, AVGC-XR, and Global Capability Centres have been introduced, alongside the formation of the ‘Maha-InviT’ infrastructure trust to mobilize funding.
The Governor noted that MoUs worth Rs 56,000 crore were signed during the India Maritime Week 2025 for port enhancements. Additionally, approval was granted for 147 major road projects across 1,100 km, costing Rs 4,478 crore.
The Samruddhi Mahamarg will be expanded to connect to the proposed Vadhvan Port and eastern Vidarbha.
Regarding the shipping industry, he mentioned the enactment of the “Maharashtra Shipbuilding, Ship-repair and Ship Recycling Policy 2025”, which aims to promote coastal projects. The maritime MoUs signed during the India Maritime Week, organized by the Ministry of Ports, Shipping and Waterways in October 2025, are expected to boost investment and job creation in port infrastructure and shipbuilding.
To enhance “Ease of Living” and “Ease of Doing Business”, the state has begun the process of repealing obsolete pre-Independence laws, decriminalizing minor offenses, and streamlining regulatory measures. The initial step includes the formulation of the Maharashtra Jan Vishwas (Amendment of Provisions) Rules in alignment with the Union government's compliance-reduction initiatives.
A Comprehensive Digital Transformation Project is being implemented to integrate employee data from hiring to retirement on a consolidated platform.
In the agriculture sector, the “Maharashtra Agri-Artificial Intelligence Policy 2025–29” was introduced in June 2025 to promote technology-driven farming.
Under the Mukhyamantri Baliraja Free Electricity Scheme, over 44 lakh farmers utilizing pumps up to 7.5 HP receive complimentary power, yielding relief of Rs 25,087 crore. The state has also set a Guinness World Record by installing 45,911 solar pumps from October to November 2025. Currently, 7,786 farmer groups are engaged in natural farming across 3.22 lakh hectares.

To mitigate academic disruptions, CET examinations for vocational courses will now occur biannually. Additionally, technical diploma materials for 154 subjects have been translated into Marathi.
