Chief Minister Devendra Fadnavis on 11 June 2025 unveiled the Viksit Maharashtra 2047 vision document at the 11th Governing Council meeting of NITI Aayog in New Delhi, laying out a phased roadmap to grow Maharashtra into a $5 trillion economy by 2047. The state, which currently contributes 14% to India's national GDP, has formalised departmental action plans running through 2029-30 to anchor the strategy in structured execution.

The Economic Roadmap

The vision document charts three milestones: a $1 trillion economy by 2030, scaling to $2 trillion by 2035, and reaching $5 trillion by 2047 — aligned with India's broader Viksit Bharat centenary goal. Fadnavis stressed that while physical infrastructure creates opportunity, it is the state's human capital that will ultimately drive this growth. Maharashtra already attracts 31% of India's total Foreign Direct Investment (FDI) inflows and hosts over 63.85 lakh MSMEs.

Education, Skills and Innovation

On education, Maharashtra has advanced to the Prachesta-2 category in the Union Ministry of Education's Performance Grading Index and is the first state to comprehensively implement the National Education Policy (NEP) 2020. The state has generated over 2.08 crore unique APAAR IDs for students under the Poshan Bhi – Padhai Bhi initiative, which is also modernising Anganwadis. A first-of-its-kind international-level 'Educity' is planned near the Navi Mumbai International Airport to attract global student talent.

Maharashtra leads the country in the National Apprenticeship Promotion Scheme (NAPS) with 3.30 lakh registered apprentices. The state's 2025 Startup Policy aims to support 50,000 startups and nurture 1.25 lakh entrepreneurs over five years. Under the Maharashtra AI Policy 2026, the state is targeting ₹10,000 crore in investments and 1.5 lakh jobs.

Women, Health and Social Welfare

Fadnavis highlighted women as central drivers of economic growth. The Ladki Bahin direct cash transfer scheme currently supports 1.66 crore active beneficiaries. Under the UMED Mission, the state has already created 50 lakh 'Lakhpati Didis' and aims to double that to 1 crore. Thirteen permanent district-level UMED Malls are being established to market Self-Help Group (SHG) products.

On healthcare, treatment packages under Ayushman Bharat PM Jan Arogya Yojana and state schemes have been expanded to 2,399. A newly formed Urban Health Commissionerate will oversee civic health needs, and 11 new government medical colleges are under construction.

Agriculture, Industry and Investment

The state is embedding AI into its agricultural supply chain through AgriStack integration, MahaAgX (a data exchange platform), and MahaTRACE (a farm-to-fork traceability system) to directly improve farmer incomes. Over ₹2 lakh crore in mega-projects have already been verified using the PM GatiShakti Portal, with an investment pipeline exceeding ₹20.3 lakh crore across sectors including Animation, Visual Effects, Gaming, and Comics (AVGC-XR). The upcoming Indian Institute of Creative Technologies (IICT) in Mumbai is expected to anchor this sector.

Maharashtra has also adopted a Swadeshi Intelligent Import Substitution (SIIS) model to reduce import dependency across strategic industries.

Gadchiroli, Tourism and What Comes Next

In a notable pivot, the Chief Minister stated that a specialised Post-LWE Development Action Plan is positioning Gadchiroli — long marked by Left-Wing Extremism — to become India's first major integrated steel hub, backed by investments in roads, digital connectivity, and healthcare.

Under the 'One State One Global Destination' scheme, Sindhudurg and Nashik are being developed as premier international tourism sites. The state plans 100 thematic tourism sub-circuits spanning heritage, aqua tourism, and spiritual tourism, with an ambition to break into Asia's top three travel destinations. Fadnavis concluded by reaffirming Maharashtra's commitment to working with the Union Government and other states toward a prosperous, developed India by 2047.
