He urged NITI Aayog to prepare a roadmap to strengthen the state's fiscal position, including a Fiscal Stabilisation Grant, greater flexibility in central scheme funding, and access to multilateral development bank financing.
Connectivity at the Core
Singh identified connectivity as Manipur's most critical investment need. He specifically called for early completion of the Railway connection to Imphal, National Highway projects linking Imphal to the rest of India, and expansion of the airport terminal. He also urged support for the Imphal Ring Road Project, an elevated highway in Imphal, and the Imphal-Moreh Railway Project running along the Myanmar border. 'Major projects such as Railway connection to Imphal, National Highway projects connecting Imphal to the rest of the country, airport terminal expansion, among others, need early completion and these projects have the potential to change the developmental landscape of Manipur,' Singh said.
Act East Policy and the Implementation Gap
Singh noted that while the Centre's Act East Policy positions Manipur as India's primary land-based gateway to Southeast Asia, the actual execution of cross-border projects is repeatedly hampered by political instability and related challenges — creating a persistent implementation gap. To address this, he proposed that NITI Aayog establish a high-level 'Act Fast Implementation Unit' to shield critical cross-border logistics infrastructure from localised disruptions. He also proposed an 'Act East Regional Coordination Cell' in collaboration with the North Eastern Council, bringing all Northeastern states together to regularly synchronise border, logistics, and security policies.
Healthcare, Investment Climate, and Terrain Costs
On healthcare, Singh said institutions such as the Regional Institute of Medical Sciences (RIMS) and Jawaharlal Nehru Institute of Medical Sciences (JNIMS) require substantial modernisation. He argued that Manipur has significant potential to attract patients from Southeast Asia, particularly Myanmar, and requested NITI Aayog to coordinate with the Ministry of Health on a Super-Specialty Tertiary Care Expansion Framework to develop Manipur as a Medical Tourism Hub.
Singh also flagged that internal security challenges and civil friction impose a risk premium that discourages private investment and inflates project costs, and sought a special fiscal incentive framework with Vulnerability Gap Funding (VGF) for infrastructure in conflict-affected areas. He further proposed a Terrain-Weighted Cost Index Matrix that would grant Northeastern states a 20–30 per cent fiscal premium on central fund distributions to offset the region's difficult, hilly geography.

The meeting was attended by NITI Aayog Vice-Chairman Ashok Kumar Lahiri, Chief Ministers of all eight Northeastern states, NITI Aayog members, and Chief Secretaries of the Northeastern states. Singh concluded by expressing confidence that the deliberations would contribute to realising a 'Viksit Manipur', 'Viksit North East', and ultimately 'Viksit Bharat @ 2047'. The proposals now await formal consideration by NITI Aayog and the relevant central ministries.
