MHA sanctions 16th TSR battalion, offers ₹80 crore to Tripura
Synopsis
Key Takeaways
The Union Ministry of Home Affairs (MHA) on Friday, 15 May sanctioned an additional battalion of the Tripura State Rifles (TSR), raising the elite paramilitary force's total strength to 16 battalions, according to officials. The move comes with a combined central financial package of up to ₹80 crore for the new unit's establishment.
What the MHA Letter Offers
In a formal letter addressed to the Tripura Chief Secretary, the MHA committed a one-time financial assistance of ₹50 crore upon the state raising the new battalion under the India Reserve category. The Centre will additionally reimburse actual infrastructure expenditure — covering battalion headquarters and related facilities — up to a ceiling of ₹30 crore.
Notably, the cost of land has been excluded from reimbursement. The Tripura government will be required to provide land free of cost for the new unit. Reimbursement of the infrastructure component is also conditional on the state submitting utilisation certificates in compliance with the General Financial Rules, along with all requisite documents.
Conditions and Compliance
The MHA has laid down eight conditions that the Tripura government must strictly observe during the raising of the new battalion. While the letter did not publicly detail all eight, such conditions typically govern recruitment norms, training standards, equipment procurement, and deployment protocols under the India Reserve framework.
TSR's National Footprint
Of the 16 TSR battalions, 13 are classified as India Reserve Battalions (IRBs), which can be requisitioned by the MHA for deployment anywhere in the country — covering security, election management, law and order, and anti-insurgency operations.
At present, approximately 2,000 TSR personnel, including officers, are deployed outside Tripura. One battalion has been stationed under the Delhi Police in the national capital since 2019, while another has been deployed with South Eastern Coalfields Limited in Chhattisgarh since 2022. A third battalion is currently providing dedicated security to Oil and Natural Gas Corporation (ONGC) drilling sites within Tripura.
A Force with a Proven Track Record
The TSR's operational history extends well beyond Tripura's borders. During the 2024 Lok Sabha elections — held between 19 April and 1 June 2024 — TSR personnel were deployed for election duties across Maharashtra, Bihar, Odisha, and Himachal Pradesh. The force also provided security during the 2010 Commonwealth Games in Delhi, and has performed election duties in nearly every state over the years.
Most recently, 10 companies of the TSR were dispatched for election-related duties in Assam and West Bengal. The force is widely recognised for its counter-insurgency expertise, having played a central role in ending Tripura's four-and-a-half-decade-long insurgency and restoring stability to the northeastern state.
With the new sanction in place, the focus now shifts to the Tripura government's timeline for raising the battalion and fulfilling the MHA's eight stipulated conditions.
