MP ACS Sanjay Dubey's viral video exposes ₹250 crore GeM procurement gap
Synopsis
Key Takeaways
A video of Madhya Pradesh Additional Chief Secretary Sanjay Dubey reprimanding officials over alleged procurement irregularities in urban local bodies has gone viral on social media, triggering a political row in the state. The footage, reportedly recorded at a review meeting held at a training institute in Bhowri, Bhopal, shows Dubey warning of strict punitive action against discrepancies in purchases made through the Government e-Marketplace (GeM) portal.
What the Review Meeting Revealed
According to an analysis presented at the meeting, 374 urban local bodies in Madhya Pradesh made purchases worth ₹1,134 crore through the GeM portal over the past three years. The analysis flagged substantial price differences in the procurement of similar goods and equipment across different bodies.
Dubey cited a pointed example: one urban local body had purchased a garbage collection vehicle for ₹2 lakh, while another paid ₹6 lakh for a similar vehicle fitted with an additional dustbin. The analysis estimated that the state government could have saved approximately ₹250 crore had all purchases been made at average rates. It is important to note that this figure represents estimated potential savings and does not, by itself, establish the extent of any proven financial loss or corruption.
ACS Warns Officials of Strict Action
Dubey made clear that strict punitive measures would follow if procurement irregularities were identified from this year onwards. The episode has brought renewed scrutiny to purchasing practices in Madhya Pradesh's urban local bodies and to the broader monitoring of public expenditure. This comes amid longstanding concerns nationally about the uneven utilisation and oversight of the GeM portal by state-level bodies.
Congress Seizes on the Row
Madhya Pradesh Congress president Jitu Patwari used the controversy to broaden his attack on the state government, linking it to what he described as fiscal mismanagement. Patwari criticised the proposed expenditure of ₹350 crore on an aircraft for the Chief Minister, saying: "History will be ashamed that when Madhya Pradesh was burdened with a debt of ₹6 lakh crore, the Chief Minister was spending ₹350 crore on a single aircraft to fulfil his personal preferences."
He accused the Bharatiya Janata Party (BJP) of allowing corruption to spread like a 'cancer' across the state, calling for the party's removal from power at every level — from village sarpanches to Members of Parliament.
Government's Response
Minister of State for Urban Development and Housing Pratima Bagri, responding to queries on Thursday, said proper supervision and regular monitoring were necessary to identify such irregularities. She said the state government had taken action in comparable cases in the past and would continue to act appropriately against any wrongdoing. Notably, her response did not directly address Dubey's specific findings or the estimated ₹250 crore savings gap.
Wider Implications for Urban Procurement
The controversy highlights a systemic vulnerability in decentralised procurement: when hundreds of local bodies independently buy identical goods, price discovery fails and rate disparities can widen dramatically. The GeM portal was designed, in part, to standardise rates and reduce such gaps — making the scale of variance flagged at the Bhowri meeting all the more significant. How the state administration follows up on Dubey's warnings will determine whether this remains a one-off public rebuke or the start of a structured audit process.
