New Delhi, March 24 (NationPress) The National Human Rights Commission (NHRC) has acknowledged a petition claiming ongoing targeted attacks against Hindu civilians and other marginalized groups in Jammu and Kashmir, highlighting a troubling absence of transparency in the investigation and prosecution processes concerning these incidents.
A panel led by NHRC Member Priyank Kanoongo has issued a directive to the Director General of Police (DGP) for Jammu and Kashmir, instructing them to investigate the claims outlined in the petition and to provide an Action Taken Report (ATR) within a fortnight.
This complaint was submitted by advocate Vineet Jindal, the President of the Anti Terrorism Global Front (ATGF), who expressed alarm over a persistent pattern of violence and the notable lack of clarity in the status of investigations and prosecutions.
In his submission, the complainant referenced historical events such as the Nadimarg massacre, where 24 Kashmiri Pandits lost their lives, the Wandhama massacre of 1998 which resulted in 23 fatalities, and assaults on Amarnath Yatra pilgrims, notably in 2000 and 2017, leading to numerous casualties.
The complainant asserted that many cases remain unresolved due to insufficient transparency regarding investigation statuses, arrests, and prosecutions, infringing upon fundamental rights protected by the Constitution, including the Right to Life (Article 21), Equality (Article 14), and Freedom of Religion (Article 25).
In seeking the NHRC’s intervention, the complainant called for comprehensive investigation reports, updates on the status of FIRs, arrests, and prosecutions, in addition to preventive measures, safeguarding vulnerable communities, and compensation and rehabilitation for the families of victims.
Responding to the complaint, the NHRC has mandated the Jammu and Kashmir Police to scrutinize the allegations and present a thorough report within the designated timeframe.
The NHRC also specified that all relevant communications regarding this matter should be submitted via the HRCNet portal, accompanied by pertinent records including investigation details and supporting documentation.
