New Delhi, Jan 15 (NationPress) On Thursday, NITI Aayog introduced a comprehensive blueprint aimed at enhancing the performance of micro, small, and medium enterprises (MSMEs) by refining scheme execution, bolstering inter-ministerial collaboration, and improving the provision of financial, skill, marketing, and innovation support.
The report, titled ‘Achieving Efficiencies in the MSME Sector through Convergence of Schemes’, presents a strategic plan to enhance the efficacy of government backing for MSMEs nationwide.
Among its recommendations, the report suggests the creation of an AI-driven centralized digital platform that consolidates MSME schemes, compliance measures, financial resources, and market insights.
“Drawing from global best practices, this portal will include modules for information, processes, compliance, and market research, all supported by AI chatbots, dashboards, and mobile access to provide real-time assistance to MSMEs,” stated NITI Aayog.
Additionally, the report reviews existing government initiatives and programs for the MSME sector, evaluates the current degree of convergence among them, and identifies successful practices from central, state, and international examples. It offers actionable strategies to unlock convergence opportunities and implement corrective actions to enhance the efficiency, reach, and impact of MSME initiatives.
The report encompasses 18 schemes covering crucial support areas such as credit assistance, skill development, marketing support, innovation and R&D, technology and quality improvement, and infrastructure development.
It advocates for a dual approach to convergence, consisting of information convergence and process convergence.
“Information convergence is centered on integrating government-generated data across both central and state levels to enhance coordination, facilitate informed decision-making, and bolster governance outcomes,” the report emphasizes.
Secondly, process convergence seeks to align and unify schemes, reducing redundancies, simplifying operations, and enhancing service delivery. This may involve merging similar schemes, amalgamating common components, and promoting cooperation across ministries and states to foster a cohesive MSME support ecosystem.
The report also recommends the integration of the Scheme of Fund for Regeneration of Traditional Industries (SFURTI) with the Micro and Small Enterprises – Cluster Development Programme (MSE-CDP).
Moreover, it suggests a reorganization of skill initiatives into a three-tier framework encompassing entrepreneurship and business skills, MSME technical skills, and training for rural and women artisans.
The importance of safeguarding targeted initiatives, such as the National SC/ST Hub and the Promotion of MSMEs in the North Eastern Region (NER), is also underscored.
