Mishra, a retired officer from the Indian Police Service (IPS), as a Special Observer tasked with overseeing the current Special Intensive Revision (SIR) of electoral rolls in West Bengal.
In a formal communication regarding his new role, ECI Under Secretary M.L. Meena instructed Mishra to utilize his authority to guarantee the strict adherence to the Commission’s guidelines throughout the revision process.
“As a Special Observer, your responsibilities will include ensuring that the Special Intensive Revision is conducted in line with the Commission's directives issued periodically. You will need to travel to West Bengal as necessary to monitor the ongoing revision of the electoral rolls, assess poll readiness, and oversee the upcoming General Election for the Legislative Assembly of West Bengal in 2026. Your observations will be crucial for the Commission to take necessary actions,” the communication stated. A copy of the correspondence is with IANS.
The ECI has also clarified that Mishra's visits to West Bengal will be coordinated with Manoj Kumar Agarwal, the Chief Electoral Officer (CEO) of West Bengal, who will provide all essential materials, assistance, and protocol arrangements.
“You are also instructed that during your tenure as a Special Observer for the Election Commission of India, you must not issue any appreciation letters to the Electoral Registration Officer or any election-related officials. Should you feel any election-related official deserves recognition, please submit a proposal to the Election Commission detailing your reasons,” the communication added.
The extended timeline for hearing claims and objections regarding the draft voters’ list concludes on Saturday.
The evaluation of documents submitted during these hearings will persist until February 21.
The definitive voters’ list is set to be published on February 28, marking the conclusion of the revision process initiated in December of the previous year.
