Bhubaneswar, Oct 6 (NationPress) The Election Commission of India (ECI) has officially unveiled the timeline for the by-election to the Nuapada Assembly seat, which was rendered vacant due to the passing of esteemed BJD leader and former minister Rajendra Dholakia on September 8.
In a statement about the electoral process, RS Gopalan, the Chief Electoral Commissioner (CEO) of Odisha, disclosed on Monday, “The gazette notification for the by-election will be published on October 13. Candidates must submit their nominations by October 20, with scrutiny scheduled for October 22.”
The deadline for candidates to withdraw their nominations is October 24. Voting is set to occur on November 11, with the counting of votes taking place on November 14.
All procedures related to the by-election will be finalized by November 16.
The CEO also announced that the model code of conduct is now in effect throughout the Nuapada district, impacting the Central government and any agencies or PSUs operating within the area.
Gopalan further noted that as part of the ongoing Special Summary Revision of electoral rolls in Nuapada, there are currently 2,48,256 registered voters, comprising 1,22,103 male voters, 1,26,132 female voters, and 21 transgender voters as recorded on September 15.
Additionally, the count of voters with disabilities stands at 4,000. There are also 2,007 voters aged 85 or older who are eligible to vote from home. The Special Summary Revision is expected to conclude on October 7, with the final electoral roll to be published on October 9.
For the upcoming by-election, a total of 358 polling stations will be set up across the Nuapada Assembly constituency, including 56 new locations.
No polling station will accommodate more than 1,200 voters. Gopalan assured that there is a sufficient supply of EVMs and VVPAT machines for the election.
He emphasized the necessity for independent candidates and political parties to publish any past criminal records in newspapers and on television three times throughout the campaign. Additionally, webcasting will be implemented at all polling booths.
Furthermore, the no-campaign zone has been reduced from 200 meters to 100 meters around the polling booths. Complaints regarding violations of the model code of conduct can be reported through the C-vigil app.
