Odisha Assembly's Budget Session Kicks Off with Governor's Address

Bhubaneswar, Feb 13 (NationPress) The budget session of the Odisha Assembly kicked off on Thursday with the opening address from Governor Hari Babu Kambhampati.
In his address, Governor Kambhampati underscored numerous accomplishments of the state government over the last eight months.
He asserted that the state government, under the leadership of Chief Minister Mohan Majhi, has implemented several significant decisions aimed at empowering the poor, youth, farmers, and women in the state.
“In such a brief period, my government has initiated various landmark decisions, launched a multitude of schemes, and hosted numerous programs benefiting both the state and the nation,” declared Governor Kambhampati.
He further emphasized that the BJP government is dedicated to a people-first approach in delivering essential services, creating job opportunities, and enhancing vital infrastructure.
He mentioned several welfare and development initiatives undertaken by the state government in areas such as agriculture, women's empowerment, education, health, irrigation, infrastructure development, support for tribals, marginalized communities, and the economic upliftment of villages throughout the state.
“Acknowledging the crucial role of Nari Shakti in nation-building and realizing the vision of a Samruddha Odisha by 2036, the government has placed a high priority on the empowerment of women. In 2024, the innovative Subhadra scheme was introduced to empower approximately one crore women aged between 21 to 60 by providing financial support, promoting financial independence, and increasing awareness of their rights,” the Governor added.
He also noted that through the Samruddha Krushak Yojana, the government has begun procuring paddy from farmers at Rs 3,100 per quintal, which includes input assistance of Rs 800 per quintal during the current kharif marketing season.
He indicated that the state government has also emphasized crop diversification, concentrating on pulses, oilseeds, vegetables, and high-value crops across two lakh hectares.
The Governor remarked that through the Rice Fallow Management project, efforts are underway to enhance farm income, increase cropping intensity, and improve soil health by leveraging collaborations with prominent research institutions and local agencies.
He commended the state government for effectively hosting the DG and IG Conference in November 2024, the 18th Pravasi Bharatiya Divas, and the visit of the President of the Republic of Singapore, along with the Utkarsh Orissa-Make in Odisha conclave in January 2025.
Kambhampati mentioned that over three lakh suggestions have been received for “Vision 2036,” which aims to establish a Samruddha Odisha targeting a $500 billion economy by 2036.
“The government has formulated comprehensive plans for the objective of Viksit Odisha by 2047, which envisions Odisha contributing $1.5 trillion to India’s economy by that time. To realize these aspirations, every individual, organization, and the state as a whole must utilize this current Amrut Kal effectively to stay proactive, innovative, and progressive,” expressed Governor Kambhampati.
The third session of the 17th Odisha Legislative Assembly is set to continue until April 5 in two phases.
Chief Minister Mohan Majhi, who also serves as the Finance Minister, will present the budget for the financial year 2025-26 on February 17.
