The Odisha Government on Tuesday, 22 July 2025, approved 23 major industrial projects worth ₹4,573.87 crore at the 148th meeting of the State Level Single Window Clearance Authority (SLSWCA), with the combined capacity to generate 22,873 employment opportunities across the state. The clearances, chaired by Chief Secretary Anu Garg in Bhubaneswar, span sectors from green energy to healthcare and mark a fresh push under the state's 'Samruddha Odisha' vision for 2036.

Key Approvals and Anchor Investments

ACME Cleantech Solutions Pvt Ltd secured the single largest green-energy clearance — an alkaline electrolyser manufacturing unit in Ganjam with a production capacity of up to 3 GW per annum, backed by an investment of ₹778 crore and projected to create 480 jobs. The project is expected to strengthen Odisha's position in the green hydrogen and renewable energy value chain.

In the technology sector, HCL Technologies Ltd will establish a Global Development Centre in Khordha at an investment of ₹730 crore, creating 6,000 employment opportunities — the single largest job-generating project in this batch. The approval further cements Odisha's growing reputation as a technology destination beyond its traditional industrial base.

Textiles, Chemicals and Healthcare Get a Boost

The textile and apparel sector drew substantial interest. SAPL Industries Pvt Ltd will set up a ready-made garment manufacturing unit in Puri with an investment of ₹254 crore, generating 4,570 jobs. Richa Global Exports Pvt Ltd and SPL Industries Ltd will also establish garment manufacturing units in Puri, collectively creating another 5,500 jobs — making textiles the largest employment generator in this round.

In the chemical sector, Transpek Industry Ltd will set up a speciality chemicals manufacturing facility in Ganjam with an investment of ₹343 crore. Growing Tree Oil and Refinery Pvt Ltd will invest ₹250 crore in an integrated manufacturing complex in Nuapada, covering solvent extraction, oil refining, cashew processing, starch-based products, animal feed, a distillation unit, and a 9 MW co-generation plant.

Healthcare received a significant addition: DION Riverside Township Pvt Ltd received approval to build a 300-bed multi-speciality hospital in Kataka at an investment of ₹275.89 crore, expected to create 941 jobs.

Geographic Spread Across 11 Districts

The approved projects will be established across 11 districts — Angul, Balangir, Kataka, Ganjam, Jajpur, Kendujhar, Khordha, Mayurbhanj, Nuapada, Puri, and Sundargarh — a deliberate spread aimed at decentralising industrial activity and generating local employment beyond the state's established industrial corridors.

According to an official statement, the projects represent a diverse sectoral mix including Information Technology and ITES, Green Energy Equipment, Battery and Energy Storage, Chemicals, Textile and Apparel, Food Processing, Steel Downstream, Pharmaceuticals and Medical Devices, Infrastructure, Healthcare, and Tourism. This is the 148th such clearance meeting under the SLSWCA framework, underscoring the state's continued reliance on its single-window mechanism to accelerate investment decisions.

Odisha's Industrial Trajectory

The approvals come as Odisha continues to position itself as one of eastern India's preferred investment destinations, buoyed by successive investor summits and a streamlined clearance architecture. Notably, the inclusion of green energy equipment and battery storage alongside traditional sectors like steel downstream signals a deliberate pivot toward future-ready industries. Whether disbursements and land allocation keep pace with approval timelines will determine how many of these projected jobs materialise on the ground.
