Bhubaneswar, Dec 17 (NationPress) The Commissionerate Police have detained three juveniles in relation to the murder of a minor student from the Kalinga Institute of Social Sciences (KISS), a residential tribal educational facility located in Bhubaneswar, as stated by Police Commissioner S. Dev Datta Singh on Wednesday.
During a press briefing, Singh elaborated that the police have also apprehended eight KISS staff members on accusations of intimidating witnesses to obstruct them from disclosing facts about the incident, tampering with evidence, harboring the suspects, and other related crimes.
The arrested personnel from KISS include Additional CEO Pramod Kumar Patra (50), Senior Academic Coordinator Prasanna Kumar Malla (54), Headmaster of KISS Secondary School Rashmiranjan Nayak (45), and Supervisor of KISS Boys’ Hostel Subhakanta Behera (32), among others.
The Police Commissioner mentioned that the family of the deceased minor, who passed away on December 12, had filed a complaint with the Keonjhar police alleging murder. Consequently, the Keonjhar police documented a Zero FIR and transitioned the case to the Infocity Police Station in Bhubaneswar.
According to the victim’s father, KISS authorities had conveyed via phone that his son had been taken to KIMS Medical College for medical care.
However, upon his arrival at KIMS in Bhubaneswar, he was informed by medical personnel that his son had already been pronounced dead. Observing injuries on his son's neck, the father suspected foul play and negligence by the KISS authorities and reported the matter to the police.
Singh indicated that the Infocity Police initiated an inquiry by filing a case (No. 656/25) under Section 106(1) of the Bharatiya Nyaya Sanhita (BNS) and Section 75 of the Juvenile Justice Act, 2015.
The post-mortem report received by the Infocity Police on Tuesday indicated external injuries on the neck, suggesting compression caused by a rough and rigid ligature material.
“Classmates and hostel mates of the deceased disclosed that three Children in Conflict with Law (CCLs), who are also students at KISS, were implicated in the incident. The CCLs admitted to beating, throttling, and strangling the victim on the night of December 11, 2025, after he refused to lend them a bucket in the toilet area,” sources from the Commissionerate Police reported.
The three juveniles were presented before the Juvenile Justice Board on Wednesday.
Meanwhile, during the investigation, authorities discovered that KISS staff, including teachers, had intimidated and threatened minor students to cover up the crime.
