Odisha Vigilance finds 19 plots, 3 buildings in DA raid on ABEO Jayadev Jena
Synopsis
Key Takeaways
Odisha Vigilance on Monday, 13 October 2025 unearthed a sprawling property portfolio — including 19 valuable plots and three multi-storeyed buildings — during simultaneous searches at seven locations linked to Jayadev Jena, an Assistant Block Education Officer (ABEO) of Dharmasala block in Jajpur district, over allegations of possessing assets disproportionate to his known sources of income. The searches, carried out under warrants issued by the Special Judge, Vigilance, Berhampur, span premises across Bhubaneswar, Ganjam, and Jajpur districts.
What Was Recovered
According to Odisha Vigilance, the assets found so far — registered in the names of Jena and his family members — include a triple-storeyed building of approximately 4,300 sq ft at Patrapada, Bhubaneswar; a double-storeyed building of around 3,850 sq ft; and another structure measuring approximately 7,100 sq ft at P. Nuagaon in Ganjam district. The 19 plots are spread across Bhubaneswar and the Khalikote and Kodala areas of Ganjam district. A four-wheeler and two two-wheelers were also found.
The Vigilance Technical Wing is currently measuring and valuing the buildings and plots. Officials are additionally weighing gold jewellery and verifying bank deposits and other financial investments, with further recovery details awaited.
Scale of the Operation
The raid is among the more expansive anti-corruption actions conducted by Odisha Vigilance in recent months. The operation is being led by three Additional Superintendents of Police, four Deputy Superintendents of Police, and nine inspectors, along with supporting staff — a deployment that underscores the scale of the suspected wrongdoing. The seven search locations include Jena's three buildings, the residences of two relatives, his rented premises at Jarka in Jajpur district, and his office chamber.
Jena's Career Background
Jayadev Jena entered government service on 25 August 1987 as an assistant teacher under the District Inspector of Schools, Chhatrapur, Ganjam, drawing an initial monthly salary of ₹1,000. He was promoted to headmaster in March 2014 and elevated to the post of ABEO in March 2023, before being transferred to Dharmasala block in November 2024. The accumulated wealth allegedly bears little relation to the salary trajectory of a government school educator over nearly four decades.
Broader Anti-Corruption Context
This action is part of Odisha Vigilance's continuing crackdown on disproportionate assets (DA) among state government employees. The department has intensified search operations across cadres in recent months, targeting officials whose declared assets appear inconsistent with their official income. Notably, the education sector has featured prominently in several recent vigilance actions, raising questions about systemic oversight within the department. Searches were still continuing at the time of reporting, with official assessments pending.
