Chhatarpur District Collector Parth Jaiswal has since issued a show-cause notice to Naib Tehsildar Ritu Singhai, demanding an explanation within 24 hours.
The viral video clip captures Naib Tehsildar Ritu Singhai aggressively slapping a woman, identified as Guddi, who was present to collect a fertiliser token. Voices in the video reveal that the situation escalated to a point where bystanders had to step in to protect Guddi from Singhai’s aggression, which included attempts to grab her hair.
Guddi was one of several women at the government-run distribution centre in a village of Chhatarpur district, all waiting to collect fertiliser tokens. Reports indicate that farmers were clamoring for tokens while the officer attempted to maintain order, resulting in a chaotic scene that provoked her anger.
The incident unfolds amidst ongoing complaints about fertiliser shortages and distribution irregularities across various districts of Madhya Pradesh. This pressing issue was also raised during the recent Madhya Pradesh Assembly session.
Following the incident's viral spread, the opposition party, Congress, responded swiftly. Senior Congress leader and Leader of the Opposition in the Assembly, Umang Singhar, shared the video on his social media account, urging for a thorough investigation.
“What could be more disgraceful than farmers seeking fertilisers being assaulted by government officials in Madhya Pradesh? This is yet another instance of misgovernance in the state,” Singhar stated.
He further called on Chief Minister Mohan Yadav to take immediate action against Naib Tehsildar Ritu Singhai, insisting on accountability for the officer's actions.
In her defense to the media, Naib Tehsildar Ritu Singhai described the situation as chaotic, claiming that villagers were not adhering to instructions and were behaving aggressively towards her.
On Wednesday, Collector Parth Jaiswal formally issued a show-cause notice to Singhai, requesting her explanation by the end of the day.
“Your behavior contradicts the standards of the Madhya Pradesh Civil Services. You are instructed to explain why disciplinary measures should not be taken against you,” the notice stated.
