The demonstration, led by the All Bihar Students Union (ABSU) and Savarna Ekta Manch, featured chants against the central government and the burning of materials on the road, causing temporary disruptions in traffic.
Student leader Vishal Kumar claimed the proposed UGC Bill undermines the interests of upper-caste students.
While addressing the crowd, he stated that upper castes are being intentionally targeted under the pretense of political agendas.
“If you remain united, you will be safe; if you fracture, you will be destroyed,” said Vishal Kumar, who added, “Unity, integrity, and equality are frequently discussed nationwide, yet in the ruthless political arena, upper-caste individuals are becoming powerless. The Prime Minister has been elected three times — was the support of upper-caste votes not significant? Then why introduce such a bill?”
Another student representative, Suryadev Kumar, labeled the UGC Bill as “anti-student and anti-upper caste,” asserting it would disrupt the academic atmosphere in universities.
“This legislation aims to split students into two factions. On one side, caste-based politics is being encouraged; on the other, upper castes are being targeted. Upper castes will not accept this,” he declared.
Student Saroj Kumar challenged the intentions of both the UGC and the central government, asserting that the Bill was crafted to specifically isolate upper-caste students.
“The UGC Bill must be revoked. If false claims are being made, a proper investigation mechanism should exist. The government ought to have established a system to ensure justice,” he stated.
Rakesh Kumar, another participant in the protest, connected the proposed Bill with previous laws, alleging that upper castes have already experienced harm due to the misuse of legal statutes.
“Thousands are imprisoned on false charges. Now, yet another Bill is being introduced to target upper castes. If an allegation arises in a university, what is its foundation? The burden of proof should not unfairly rest on the accused,” he asserted.
The students engaged in the protest cautioned that if the UGC Bill is not rescinded, their agitation will escalate. They also declared a nationwide strike scheduled for February 1.
As a result of the protest, traffic at Dinkar Chowk was temporarily impeded.
Nevertheless, the situation was maintained under control with police presence in the area.
Authorities urged for calm and assured that law and order would be upheld.
