Punjab Congress slams AAP govt over Finance Dept order defying HC ruling on DA
Synopsis
Key Takeaways
Punjab Congress president Raja Amarinder Singh Warring on Monday, 17 August accused the Aam Aadmi Party (AAP) government in Punjab of showing contempt towards the judiciary, after the state Finance Department issued a directive that reportedly overrides a Punjab and Haryana High Court order on the payment of dearness allowance (DA) to government employees. The move has triggered a sharp political row in Chandigarh, with the Congress vowing to press the matter inside and outside the state Assembly.
What the Finance Department Order Says
According to Warring, the Finance Department issued a blanket directive to all state departments instructing that no court orders on DA payment may be implemented without prior concurrence from the Finance Department, or unless generalised directions are separately issued. Critics argue this effectively places the Finance Department above the judiciary in determining whether a court ruling is acted upon.
'It is unprecedented. The Punjab Finance Department dares to overrule the orders of the Hon Punjab and Haryana High Court about the payment of DA to government employees,' Warring said.
Congress Leaders Escalate Attack on AAP Government
Former Congress Cabinet minister Vijay Inder Singla joined the offensive, delivering a pointed critique of Chief Minister Bhagwant Mann and the AAP administration. 'Disregarding the bench, drowning the state in reckless debt, and shortchanging employees just to promote the interest of political masters in Delhi is an unpardonable insult to the people of Punjab,' Singla said.
Singla further alleged that Chief Minister Mann 'isn't running a government; he is running an evasion scheme,' adding that placing political survival above the judiciary amounted to democratic governance surrendering to 'sheer arrogance.'
The DA Dispute and Its Wider Stakes
The dearness allowance question has long been a flashpoint between Punjab government employees and successive state administrations. This latest episode, however, goes beyond a wage dispute — observers note that the Finance Department's directive could set a precedent for how executive orders interact with judicial rulings, raising fundamental questions about the separation of powers in the state.
Notably, this is not the first time the AAP government in Punjab has faced accusations of sidelining employee welfare commitments. The controversy adds to existing pressure on Chief Minister Mann's administration over fiscal management and governance accountability.
Political Fallout and What Comes Next
The Congress leadership has signalled it will continue to raise the issue in the state Assembly and through public campaigns, demanding that the AAP government respect the High Court's authority and honour its obligations to government employees. The AAP government had not issued a formal public response to the Congress allegations as of the time of reporting.
With Punjab's next Assembly session approaching, the DA row is likely to become a key flashpoint, testing the government's ability to navigate both judicial scrutiny and employee discontent.
