Punjab minister slams Modi's visit, demands release of state's pending dues
Synopsis
Key Takeaways
Punjab Finance Minister Harpal Singh Cheema on Friday, 18 July sharply criticised Prime Minister Narendra Modi's visit to Punjab, saying it left every section of the state disappointed. Cheema alleged that Modi chose to make political remarks rather than address Punjab's long-pending financial dues from the Centre — an issue the state government has repeatedly flagged.
What Cheema Said
Addressing reporters in Chandigarh, the Finance Minister said the people of Punjab had arrived at the visit with clear expectations. 'The people of Punjab had high expectations from Prime Minister Narendra Modi's visit. Punjab expected that its legitimate pending dues would be released. However, Prime Minister Narendra Modi came to Punjab only to indulge in politics. He did not utter a single word about Punjab's pending dues,' Cheema said.
He further alleged that while Modi spoke about corruption, the Bharatiya Janata Party (BJP) itself was embroiled in controversy. 'PM Modi comes to Punjab and talks about corruption, but the entire country knows that the BJP has started stealing money from temples and religious places,' Cheema added, referencing allegations of donation misappropriation at the Ram Mandir in Uttar Pradesh.
AAP's Record Cited Against BJP-Akali Rule
Cheema used the occasion to draw a pointed contrast between the current Aam Aadmi Party (AAP) government under Chief Minister Bhagwant Mann and the previous BJP-Akali dispensation. He alleged that the earlier government allowed the spread of 'chitta' (drugs) and incidents of 'beadbi' — desecration — of the Guru Granth Sahib, while the Mann government enacted the Jaagat Jot Sri Guru Granth Sahib Satkar law and launched the Yudh Nashean Virudh anti-drug campaign.
Cheema claimed the AAP has become the first party in Punjab's political history to fulfil all five pre-election guarantees within four-and-a-half years — commitments made jointly by AAP national convenor Arvind Kejriwal and CM Bhagwant Mann before the party came to power.
The Pending Dues Question
The issue of Centre-state financial dues has been a persistent flashpoint between the AAP-led Punjab government and the BJP-led Centre. Punjab has previously cited arrears related to rural development funds, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) wages, and other centrally-sponsored scheme reimbursements. The Finance Minister's remarks suggest the state views Modi's Punjab visit as a missed opportunity to resolve these disputes.
This comes amid a broader pattern of AAP-governed states — including Delhi — accusing the Centre of withholding funds as a political instrument, a charge the BJP has consistently denied.
Political Context
Modi's visit to Punjab, a state the BJP has struggled to recapture since losing it to AAP in the 2022 assembly elections, was already being watched closely for any policy signals. The absence of any financial announcement, according to Cheema, confirms that the visit was primarily electoral in nature rather than administrative. The BJP is yet to formally respond to the minister's allegations.
