Rajasthan Chief Minister Bhajanlal Sharma on Monday, 20 July issued a stern warning to state officials, declaring that delays in development projects and lapses in public benefit delivery will not be tolerated. Speaking at the seventh Raj Unnati review meeting held at the Chief Minister's Office in Jaipur, Sharma invoked a strict 'Zero Tolerance' policy and directed officials to stop offering excuses and instead accelerate pending works.

Key Directions from the Review Meeting

The Chief Minister reviewed development projects worth approximately ₹15,890 crore spanning seven departments. The review also covered the implementation of flagship programmes including the Shyama Prasad Mukherjee District Upliftment Scheme, Pradhan Mantri Awas Yojana–Gramin, Panch Gaurav Yojana, and Rural and Urban Service Camps. Compliance with directions issued at previous Raj Unnati meetings was also assessed.

Jaipur Ring Road Project Gets Push

Sharma directed officials to coordinate with the Forest Department and Railways to resolve pending clearances and begin work on the Jaipur Ring Road (North) project without further delay. The proposed Northern Ring Road, estimated at over ₹11,700 crore, will originate from the Ajmer Highway (NH-48) at Bagru, pass through Jaipur–Delhi NH-48 and Jaipur–Sikar NH-52, and extend up to the Jaipur–Bandikui Spur. The Detailed Project Report (DPR) has been finalised and submitted to the Union Cabinet for approval. The Chief Minister noted the project is critical to easing traffic congestion in Jaipur.

Panch Gaurav Yojana: Expansion and Accountability

On the Panch Gaurav programme, Sharma directed the Chief Secretary to prepare a comprehensive expansion plan and ensure regular monitoring. He emphasised that local produce, products, plant species, tourist destinations, and sports — the five identified Panch Gaurav components — must be holistically developed, promoted, and conserved in every district. Districts that had underspent their allocated funds last year were specifically directed to accelerate implementation and achieve 100 per cent of their targets at the earliest.

RUHS to Be Upgraded on AIIMS Model

The Chief Minister directed officials to expedite the transformation of RUHS (Rajasthan University of Health Sciences) into the Rajasthan Institute of Medical Sciences (RIMS), modelled on AIIMS. A total investment of ₹750 crore is earmarked for developing super-speciality medical facilities across 13 departments at RUHS. In the first phase, super-speciality services covering Gastroenterology, Cardiology, Nephrology, Neurology, Neurosurgery, Urology, Plastic Surgery, and Cardiothoracic and Vascular Surgery (CTVS) are to be established by the end of this year at an estimated cost of ₹140 crore. Sharma instructed that the institute's inauguration be arranged by December.

The Raj Unnati review mechanism — now in its seventh edition — signals the Sharma government's intent to use structured accountability sessions as a governance tool. With ₹15,890 crore in projects under active scrutiny and major schemes across health, infrastructure, and rural development in focus, the pace of execution in the coming months will be a key test of the administration's delivery capacity.
