Synopsis
Key Takeaways
Rajasthan Chief Secretary V. Srinivas on Tuesday, 6 October 2026 directed state government departments to accelerate development works by improving expenditure quality and ensuring effective utilisation of allocated budgetary resources. The directive came during a review meeting of the Finance (Expenditure) Department held at the Government Secretariat, Jaipur.
Key Directives from the Review Meeting
Chairing the meeting, Srinivas cited the NITI Aayog Fiscal Health Index report to underscore the need for expenditure rationalisation. He instructed officials to channel available resources toward priority sectors so that the intended benefits of government schemes reach citizens effectively.
He directed that proposals not yet submitted to the Finance Department be reviewed regularly by the Administrative Secretaries of the concerned departments, and that pending proposals be submitted without delay along with regular implementation updates.
Central Funds and Sponsored Schemes
Srinivas called on Additional Chief Secretaries and Principal Secretaries to coordinate more effectively with Central ministries to secure pending Central assistance and approvals for subsequent instalments under Centrally Sponsored Schemes.
He specifically called for intensified efforts to obtain funds under three flagship programmes: the Jal Jeevan Mission, the Viksit Bharat – Employment and Livelihood Guarantee Mission (Rural), and the National Health Mission. He also directed that state-level committee meetings associated with these schemes be convened on schedule.
Infrastructure Projects and the Raj Unnati Portal
The Chief Secretary emphasised prioritising major projects that can contribute significantly to economic growth. He directed officials to identify key projects of the Water Resources Department, Public Works Department, and Public Health Engineering Department, upload them on the 'Raj Unnati' portal, and monitor progress regularly through periodic reviews to ensure timely completion.
Budget Utilisation Status
Principal Secretary (Finance) Vaibhav Galriya informed the meeting that, as of 30 September 2026, 41.16 per cent of the total budget allocated for schemes — covering both state funds and Central assistance — had been utilised, marking an improvement over the previous year.
Secretary (Finance-Expenditure) Tina Soni and Special Secretary (Finance-Budget) Shivangi Swarnkar presented details on action taken on budget announcements and the status of financial sanctions. Officials also briefed the meeting on approvals received for Central assistance and steps being taken to secure forthcoming instalments.
Social Sector and Pending Payments
The meeting reviewed proposals spanning health, education, social security, electricity subsidies, and employee benefits. Srinivas stressed the need to resolve issues related to pension payments and clear pending payment cases of the Public Health Engineering Department, directing departments to maintain effective coordination with the Finance Department. Senior officials including Joint Secretary (Finance-Expenditure-I) Bharti Dixit attended the meeting.
With roughly 41% of the annual scheme budget spent by the half-year mark, the state administration faces pressure to sharpen implementation momentum in the remaining months of the financial year.
