Union Minister of State for Housing and Urban Affairs Tokhan Sahu on Thursday, 28 May reaffirmed Prime Minister Narendra Modi's commitment to the all-round development of the eight Northeastern states — collectively described under the 'Ashtalakshmi' framework — during an official visit to Champhai district in Mizoram. Addressing senior government officials and representatives of several NGOs, Sahu highlighted the range of centrally-sponsored schemes already under way in the region.

Key Developments in Champhai

District officials presented a detailed overview of ongoing central schemes being implemented in Champhai, a border district sharing an international boundary with Myanmar. Schemes reviewed included the Pradhan Mantri Awas Yojana-Urban (PMAY-U), the Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM), and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), among other welfare initiatives.

Following the briefing, Sahu interacted directly with beneficiaries of PMAY-U and DAY-NULM, and reviewed the status of key developmental indicators with heads of various departments. He also drew attention to several lesser-known government programmes, urging both officials and citizens to maximise their use.

Sahu stressed the importance of unity and fraternity within India's diverse cultural landscape, calling upon the people of Champhai to preserve their cultural identity while building stronger bonds of brotherhood with citizens across the country. He invoked the vision of 'One India', urging collective effort toward making the Northeast a more prosperous region through sustainable development.

The minister also encouraged officials to ensure that the benefits of all ongoing schemes reach the maximum number of eligible beneficiaries, describing outreach and last-mile delivery as critical priorities.

AMRUT 2.0 Site Visit

Sahu later visited the Mualkawi Solid Waste Management Centre, an infrastructure project under development through the AMRUT 2.0 programme. The facility is expected to become operational shortly and represents one of the more visible urban-infrastructure investments in the district.

The event also featured cultural performances by the Champhai Vengthlang YMA Cultural Troupe and a vocal performance by Sylvia Malsawmpuii, underscoring the programme's emphasis on regional cultural identity alongside governance outreach.

Northeast Under the Ashtalakshmi Framework

The term 'Ashtalakshmi' — used by Prime Minister Modi to refer to the eight Northeastern states — frames the region as a cluster of prosperity and potential rather than a peripheral zone. This framing has been accompanied by increased central allocations for connectivity, housing, and urban infrastructure in states including Mizoram, Manipur, Nagaland, and Arunachal Pradesh.
