In his address to the Collectors, the Chief Secretary emphasized that Census 2027 will be a landmark event, being India's very first fully digital Census. The entire enumeration process will utilize a specialized mobile application, which will facilitate real-time data collection, improve accuracy, ensure greater transparency, and expedite information processing.
As per an official communication, he notified the Collectors that the House Listing Operations (HLO) will commence statewide from May 11.
In a notable digital advancement, self-enumeration will be available 15 days prior to the HLO, allowing citizens to voluntarily input their information online via the designated platform. This dual strategy is anticipated to enhance efficiency and boost citizen involvement.
The Chief Secretary urged all District Collectors to guarantee comprehensive geographical coverage, insisting that no household, habitation, remote settlement, tribal community, or urban slum should be overlooked. He highlighted the necessity of focused efforts on hard-to-reach and vulnerable regions to ensure an inclusive enumeration process.
Emphasizing the importance of capacity development, he pointed out the need for systematic and high-quality training for enumerators and supervisors. The success of a fully digital Census, he noted, relies heavily on the technological expertise and preparedness of personnel on the ground.
He also instructed officials to strictly follow timelines, uphold the highest standards of data quality, maintain transparency in operations, and ensure seamless technological integration at each stage.
District Collectors were directed to closely supervise preparatory tasks and proactively address any logistical or operational challenges.
Bharathi Holikeri, the Director of Census Operations, provided a detailed overview of the operational framework, discussing the training cascade model designed to enhance capacity from the State level down to field operatives.
She further elaborated on the implementation of advanced digital systems, including mobile applications and backend monitoring tools, to guarantee secure and efficient data collection.
