Tamil Nadu has launched large-scale preparations for the upcoming national Census exercise, with approximately 1.40 lakh enumerators scheduled to begin a month-long training programme in the last week of June. The door-to-door household enumeration is set to run from 1 August to 30 August, making it one of the most extensive administrative operations the state has undertaken in years.

Training Structure and Field Deployment

The training follows a two-tier model. Nearly 2,700 district-level field trainers are currently undergoing specialised instruction this week; they will subsequently conduct detailed sessions for the 1.40 lakh enumerators who will fan out across the state. The enumerators — drawn from school teachers, municipal corporation staff, and various state government departments — will each be responsible for covering approximately 200 households during the month-long survey.

M. Sundaresh Babu, Director of Census Operations, Tamil Nadu, confirmed the arrangement. “About 2,700 field-level trainers are being trained this week. They will subsequently impart training to nearly 1.40 lakh enumerators who will be engaged in the household Census exercise across Tamil Nadu,” he said.

Scale of the Operation

Based on the per-enumerator household load, the Census is expected to cover close to 2.80 crore households across Tamil Nadu. Officials said the data gathered would serve as a foundational database for policy planning, welfare scheme targeting, and development programme implementation in the years ahead. This is the first Census since 2011, the exercise having been delayed by over four years due to the Covid-19 pandemic and subsequent administrative deferrals.

Self-Enumeration Window Before Field Survey

Ahead of the physical enumeration, residents will have an opportunity to submit their details voluntarily through an online self-enumeration phase running from 17 July to 31 July. Officials said this digital participation window is designed to reduce the time field enumerators spend on verification and to improve overall data accuracy.

What the House-Listing Phase Will Capture

The house-listing phase — the first formal stage of the Census — will document a wide range of socio-economic indicators: the number of residents per household, housing characteristics, access to basic amenities such as water and sanitation, vehicle ownership, and other household assets. This granular data forms the backbone of India’s planning infrastructure, informing everything from school construction to public distribution system allocations.

With field enumeration less than two months away, the pace of trainer deployment and the self-enumeration uptake in July will be closely watched as early indicators of how smoothly the exercise proceeds.
