Chennai, Feb 11 (NationPress) The Tamil Nadu Transport and Road Safety Department has initiated the tendering process to set up five Automated Testing Stations (ATS) throughout the state aimed at enhancing and modernizing the issuance of fitness certificates (FC) for commercial vehicles.
The planned stations will be located in Attur, Madurai South, Tiruvallur, Thoothukudi, and Villupuram under a public-private partnership (PPP) model.
This initiative is in response to a directive from the Union Ministry of Road Transport and Highways, mandating that from October 1, 2024, fitness certificates for heavy vehicles must be issued exclusively through automated testing facilities.
Officials indicated that this effort is intended to bolster transparency, accuracy, and road safety by eliminating manual inspections.
As per reports from the Commissionerate of Transport and Road Safety, the chosen private operator will be tasked with constructing, operating, and maintaining the facilities for a duration of 15 years.
The stations will cater to testing for heavy vehicles, light commercial vehicles, and two-wheelers, servicing vehicles registered across 18 Regional Transport Offices (RTOs).
The RTOs included are Attur, Vazhapadi, Kallakuruchi, Rasipuram, Madurai South, Thirumangalam, Vadipatti, Usilampatti, Tiruvallur, Tiruttani, Sriperumbudur, Thoothukudi, Tiruchendur, Kovilpatti, Villupuram, Ulundurpet, Tindivanam, and Gingee.
On average, RTOs in Tamil Nadu issue between 800,000 and 900,000 fitness certificates annually.
Under the new fee structure, ATS operators will be permitted to charge Rs 650 for light motor vehicles and Rs 1,050 for heavy vehicles for those under 15 years old. Furthermore, a certification fee of Rs 200 per vehicle will be imposed on both categories, representing an increase of Rs 250 for LMVs and Rs 450 for medium and heavy vehicles compared to current rates.
The adjusted rates for vehicles exceeding 15 years are still pending announcement.
Each station will perform fully automated tests that assess emissions, horn functionality, exhaust noise levels, speedometer accuracy, speed governor, side slip, suspension, braking efficiency, and headlight performance. The system will also evaluate vehicle weight, axle load, and other technical parameters utilizing digital sensors.
Officials noted that operators will adhere to an online checklist that aligns with Central Motor Vehicle Rules and Automotive Industry Standards. The construction of these facilities is expected to take approximately six months following the finalization of tenders, thereby paving the way for a more scientific and dependable vehicle fitness certification process across Tamil Nadu.
