Tamil Nadu Agriculture and Farmers' Welfare Minister R. Key Allocations at a Glance

The centrepiece announcement is the Tamil Nadu Soil Conservation Mission, backed by an outlay of ₹122.51 crore. The mission targets soil fertility protection and the mainstreaming of sustainable farming practices across the state. Separately, ₹34.72 crore has been earmarked under a special state scheme for producing quality paddy seeds and subsidising their distribution to farmers.

The single largest allocation in the Budget goes to the Self-Sufficiency Mission for Pulses and Oilseed Crops, funded at ₹203.64 crore. The programme is designed to scale up domestic production of pulses and oilseeds, reducing Tamil Nadu's dependence on inter-state supplies and imports — a structural vulnerability that has periodically pushed up retail prices.

Millet Mission and the 'Ancient Food' Push

The government has allocated ₹63.81 crore for the Tamil Nadu Millet Mission, which aims to expand the area under millet cultivation while improving yields. The initiative will be promoted under the theme 'Ancient Tamil food, enduring healthy living', positioning traditional crops within a contemporary nutritional and cultural frame. This comes amid a broader national push to revive coarse grains, following India's championing of the International Year of Millets in 2023.

AI-Powered Services for Farmers

In a technology-forward move, Minister Vinoth announced the development of an Artificial Intelligence-powered mobile application to deliver personalised digital services and real-time information to farmers. An initial allocation of ₹2 crore has been made for the initiative in 2026-27. While the outlay is modest, officials indicated the app is intended to scale in subsequent years, offering advisory services on crop health, weather, and market prices.

Political Context and Opposition Protest

The Agriculture Budget was presented a day after the TVK government tabled its Revised Budget Estimates for 2026-27. Notably, opposition Dravida Munnetra Kazhagam (DMK) legislators arrived at the Assembly wearing black shirts as a mark of protest ahead of the Budget presentation, signalling early political friction over the TVK government's fiscal priorities. The government, however, maintained that the proposals were drawn up after extensive stakeholder engagement and reflect the ground-level needs of Tamil Nadu's farming community.
