While extending heartfelt congratulations to all personnel and officers of the UP Home Guards on this significant day, the Chief Minister emphasized that they are more than just force volunteers; they embody the trust and strength of both society and the state government.
He acknowledged several officers and staff for their exemplary and commendable service.
During his address, CM Yogi highlighted the discipline, loyalty, and sacrifice of the Home Guards, which are vital in maintaining a secure and protected society.
He stated that the Foundation Day of the Home Guards is a celebration that symbolizes discipline, dedication, and service.
Further, he connected the Home Guards' Raising Day to the Mahaparinirvan Diwas of Babasaheb BR Ambedkar, the architect of the Indian Constitution, noting that Babasaheb inspired every Indian to adopt an identity grounded not in caste, family, region, or language but in Indianness from birth to death.
CM Yogi expressed pride in the recent recognition received by Home Guard soldiers.
“In 2024, three soldiers received the President’s Medal for Distinguished Service, 11 were awarded for Meritorious Service, and three more in 2025. Moreover, 38 commendation discs were presented by the Government of India.
Previously overlooked, Home Guard soldiers are now being honored by the President and the Home Ministry,” the CM remarked.
He praised their crucial role in ensuring the smooth execution of the Maha Kumbh Mela and the successful conduct of examinations. He further noted that over 4,000 youth have been trained as Disaster Mitras in partnership with the Disaster Management Department, enhancing the state’s disaster response capability.
Looking ahead to the Maha Kumbh 2025, he mentioned that more than 14,000 Home Guard personnel were deployed in previous events, with their contributions being highly regarded.
CM Yogi also emphasized their involvement in state festivals, International Yoga Day, the Azadi Ka Amrit Mahotsav, the Tiranga March, and initiatives for environmental and water conservation.
“During the Covid-19 pandemic, when workers from Uttar Pradesh were stranded in other states, Home Guard jawans accompanied every transport vehicle to ensure their safe return, often at great personal risk,” he stated.
Additionally, he highlighted welfare measures for the Home Guards, which include increased daily and training allowances, construction of departmental offices and residential buildings as a priority, and an accidental insurance of Rs 35-40 lakh. He also instructed the department to present a proposal for cashless healthcare facilities similar to Ayushman Bharat.
Reaffirming the state government’s dedication to bolstering the force, he noted that recruitment for over 219,000 police personnel has been completed, and the process for 45,000 additional Home Guard soldiers is currently in progress.
