Born in 1931 in Lahore, Malhotra served as a five-time Member of Parliament and a two-time Member of the Legislative Assembly from Delhi. He held the position of president of the Delhi Pradesh Jana Sangh from 1972 to 1975 and was president of the BJP Delhi Pradesh twice, from 1977-1980 and 1980-1984.
