He noted that the more familiar legislators become with legislative processes, the more impactful their contributions in the House will be.
In a post on X, the Speaker remarked, “I believe that as young members deepen their understanding of legislative rules and procedures, the quality of participation and rational discourse within legislative institutions will significantly improve.”
“By engaging in high-quality discussions about policies and laws, young legislators can formulate better strategies in their respective states. This is the age of Artificial Intelligence and Technology, but human sensitivity must remain a priority in policymaking. The public has high expectations of young legislators in this regard,” he stated.
Birla reaffirmed their critical function in realizing the vision of Viksit Bharat by 2047.
He asserted that as emerging leaders, they are tasked with formulating innovative policies, fostering inclusive development, and fortifying democratic institutions.
He remarked that their vigor, vision, and dedication to public welfare can significantly contribute to constructing a prosperous, self-reliant, and equitable India, ensuring sustainable growth and social progress for future generations.
Discussing the changing dynamics of legislative institutions in nation-building, Birla highlighted the need for healthy competition among state legislatures to enhance public welfare and governance.
He pointed out that parliamentary democracy is globally regarded as the most effective governance system and noted that the consistent increase in voter turnout since 1952 reflects India’s success as a dynamic democracy.
