Bihar: 10 police suspended in Saharsa after DIG's surprise raid exposes touting racket
Synopsis
Key Takeaways
Bihar Police have suspended 10 personnel, including the Station House Officer (SHO) of Salkhua Police Station in Saharsa district, following a surprise inspection on 2 July 2026 that uncovered an alleged touting racket operating from within the police station premises. The action was ordered by Kosi Range DIG Kumar Ashish on directions from the Director General of Police (DGP), after a viral video purportedly showed an unauthorised individual sitting inside the SHO's office and influencing police investigations.
How the Racket Was Exposed
During the surprise inspection, police intercepted a man riding a blue Pulsar motorcycle near Gauspur Temple. He was identified as Satish Kumar, a resident of Bahuarwa village under the Salkhua police station jurisdiction. A search of his bag allegedly yielded a laptop, keyboard, mouse, and several original case files and case diaries belonging to multiple police stations — documents that had no business being outside official custody.
According to preliminary findings, Satish Kumar had allegedly been operating from within the police station premises for a considerable period, extorting money from members of the public and preparing case diaries on his personal laptop for unauthorised purposes.
Arrest and Charges
Satish Kumar has been arrested and booked under Sections 316(3), 318(4), 338, 336(3), and 340(2) of the Bharatiya Nyaya Sanhita (BNS). He has been remanded to judicial custody. The case has been registered as Salkhua Police Station Case No. 107/26.
A Special Investigation Team (SIT) headed by Simri Bakhtiyarpur SDPO Mukesh Thakur has been constituted to probe the full extent of the alleged racket.
The Ten Suspended Officials
The suspended personnel — whose case files were allegedly recovered from the accused — are: SHO Mukesh Kumar Singh, Sub-Inspector Subalal Paswan, Sub-Inspector Pankaj Kumar, Sub-Inspector Juhi Kumari, Sub-Inspector Shishupal Ravidas, Sub-Inspector Amod Kumar, Sub-Inspector Chandrajit Prabhakar, Sub-Inspector Pinky Kumari, Sub-Inspector Jyotish Kumar, and Assistant Sub-Inspector Manisha Kumari. All ten have been transferred to the police lines pending departmental proceedings.
What the DIG Said
DIG Kumar Ashish stated that such activities had “seriously damaged the credibility and image of the police department.” He added: “Others involved in the matter are also being identified, and no guilty person will be spared. If the public has information regarding touting or any other illegal activity at any police station or police office, they should inform the police immediately. The identity of the informant will be kept strictly confidential.”
This is a significant disciplinary action in Bihar’s police administration, where touting — the practice of unauthorised intermediaries influencing police processes for money — has long been flagged as a systemic concern. The investigation is ongoing, and further action is expected based on the SIT’s findings.
