Chandigarh, Sep 10 (NationPress) The Leader of the Opposition (LoP) in the Punjab Assembly, Partap Singh Bajwa, has taken aim at the Aam Aadmi Party (AAP) government, accusing it of permitting urban local bodies to misappropriate funds generated by Improvement Trusts through land and property sales.
Bajwa emphasized that these funds were established for one crucial reason—urban infrastructure development—and not to address the financial shortfalls of a government struggling with cash flow.
Referring to a media article, LoP Bajwa pointed out that the Punjab Cabinet has modified the Punjab Town Improvement Act, 1922, by adding Clause 69-B, which now allows a part of the revenues from Improvement Trusts to be redirected into a Municipal Development Fund.
He declared, “This constitutes a betrayal of public trust.”
According to him, Improvement Trusts were established with a distinct mission: to execute urban development initiatives funded by property sales. These funds should not be used to support the government's operational costs.
Blaming the Bhagwant Mann-led AAP administration for plunging Punjab into financial turmoil, LoP Bajwa stated that the state is “on the brink of bankruptcy” due to AAP's management failures.
He added, “This diversion of funds reveals the government’s desperation. Punjab’s debt is already escalating and is expected to exceed Rs 5 lakh crore by 2027.”
Bajwa also raised concerns regarding the management of resources already allocated for local bodies in the state budget.
“Where has that money gone? Why tap into the Improvement Trusts when budgetary allocations are already in place?” he questioned.
Labeling this move as part of a broader trend, the LoP reminded that the state government has consistently diverted hundreds of crores from various departments merely to remain operational.
Criticizing AAP National Convenor Arvind Kejriwal, LoP Bajwa remarked, “Mr. Kejriwal presents himself as a financial expert due to his background as an Income Tax officer. He promised to generate Rs 34,000 crore annually by combating corruption and an additional Rs 20,000 crore from mining. Every single promise has failed. His claimed financial acumen is now thoroughly discredited.”
