Winthai pointed out that the Convention on Cluster Munitions, which forbids the use, production, or stockpiling of such weapons, does not apply as neither Thailand nor Cambodia is a signatory to the convention.
On Tuesday, a Cambodian defence spokesperson indicated that Thai military forces were still employing artillery and tank-mounted machine guns to target various locations within Cambodian territory.
"The Thai military attacked areas where Cambodian civilians live, resulting in 21 civilian deaths, including one infant, and injuries to 83 others as of 6 pm on December 22," said Lt. General Maly Socheata, the Defence Ministry's Undersecretary of State and Spokesperson, during a press briefing.
The conflict at the Cambodia-Thailand border has escalated since December 7, with both nations blaming each other for instigating the violence.
According to the latest statistics from the Cambodian Ministry of Interior, this conflict has displaced approximately 545,000 Cambodians, forcing them to seek refuge in safer locations.
