Key Takeaways
New Delhi, Jan 7 (NationPress) The Centre and various states will collaborate closely to ensure the effective implementation of the four Labour Codes, which aim to promote equity and equality in the welfare and benefits of workers, as stated by the government on Wednesday.
During the ‘Regional Level Conference’ in Goa, held online, Union Minister of Labour and Employment Dr. Mansukh Mandaviya commended states for their proactive approach in modifying their existing labour laws to conform with the provisions of the four Labour Codes prior to their enforcement. This reflects a collective dedication to labour reforms and welfare.
These Codes, which took effect on November 21, 2025, have been implemented with a focus on enhancing understanding of labour issues and prioritizing the well-being of workers.
The government's decision has been well-received by stakeholders, who particularly highlighted significant progressive measures such as annual health check-ups, social security for workers in hazardous jobs—even those in establishments with just one employee—mandatory appointment letters, and a reduction of the gratuity eligibility period from five years to just one.
This landmark reform has also garnered positive recognition from international media.
States are encouraged to engage actively in ongoing discussions to tackle emerging challenges, facilitating timely deliberation and the effective implementation of these Labour Codes, according to the Labour Ministry.
In her address, Vandana Gurnani, Union Secretary at the Ministry of Labour and Employment, mentioned that the four Labour Codes are designed to streamline 29 existing labour laws, aiming to simplify compliance and enhance worker welfare. They also introduce several progressive initiatives, including a web-based inspection system and universal social security coverage.
She urged states to expedite the notification of their respective Rules in consultation with their legal departments.
To support smoother implementation, the Ministry has released a FAQs handbook, launched capacity-building programs through the V.V. Giri National Labour Institute (VVGNLI), and developed a draft inspection scheme for sharing with states, along with significant digital initiatives via the Shram Suvidha and Samadhan portals.
