Financial inclusion drive: Centre launches campaign across 2.70 lakh panchayats from Oct 21
Synopsis
Key Takeaways
The Union Finance Ministry's Department of Financial Services (DFS) is launching a nationwide financial inclusion campaign starting 21 October, targeting saturation of key government schemes at the gram panchayat and urban local body level across the country. The drive will run through 31 December, covering 2.70 lakh gram panchayats and urban local bodies, according to a Finance Ministry statement issued on Monday, 19 October.
What the Campaign Covers
During the drive, banks will set up enrolment camps for three flagship insurance and pension schemes: the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), the Pradhan Mantri Suraksha Bima Yojana (PMSBY), and the Atal Pension Yojana (APY). Alongside enrolments, camps will also facilitate Aadhaar seeding in PMJJBY and PMSBY accounts, opening of new Pradhan Mantri Jan Dhan Yojana (PMJDY) accounts, and re-KYC for existing PMJDY and other savings accounts where pending.
Generation of C-KYC IDs, updating of nominations in savings accounts, and servicing of other pending facilities such as lockers will also be addressed. Awareness sessions will be held on financial inclusion schemes, digital fraud prevention, and the 'Aapki Poonji, Aapka Adhikar' initiative concerning unclaimed financial assets.
Agriculture and Crop Insurance Thrust
The campaign also carries a significant agricultural component. Sourcing of Kisan Credit Card (KCC) applications will be prioritised to support saturation of eligible PM-Kisan beneficiaries. Enrolment under the Pradhan Mantri Fasal Bima Yojana (PMFBY) will be undertaken ahead of the Rabi season, aiming to bring more farmers under crop insurance cover.
Preparatory Meeting and Monitoring
A preparatory meeting with senior management of banks and State Level Bankers' Committees (SLBC) was convened on Monday under the chairmanship of the Joint Secretary, Financial Inclusion, Department of Finance. Progress under the campaign will be closely monitored by state administrations, banks, and the Department of Finance, the ministry's statement noted.
Why This Drive Matters
India has made measurable strides in financial inclusion over the past decade, but last-mile gaps — particularly in rural gram panchayats — remain a persistent challenge. This campaign reflects the Centre's push to move from coverage to saturation, ensuring that eligible citizens who are yet to be enrolled under social security, insurance, and banking schemes are brought into the formal financial system before the year ends. Notably, the October-to-December window coincides with post-harvest activity and pre-Rabi season planning, making it strategically timed for farmer-focused outreach.
