Jaipur, Jan 29 (NationPress) The Rajasthan Pradesh Congress Committee (RPCC) hosted a Panchayati Raj Empowerment Conference at Birla Auditorium in Jaipur, shedding light on the BJP government's ongoing attack on constitutional institutions and rural democracy.
During the event, RPCC President Govind Singh Dotasra accused the BJP-led state administration of willfully breaching the Constitution by neglecting to hold Panchayati Raj elections for over six years. He emphasized that Articles 243E and 243U of the Constitution require elections for Panchayati Raj and urban local bodies every five years. Despite the terms of Panchayats expiring over a year ago, elections have yet to be conducted.
Dotasra pointed out that administrators have been imposed on village panchayats, leading to the removal of Pradhans and Zila Parishad members, which has severely disrupted rural governance. There has been a complete halt in the release of development funds to Panchayati Raj institutions for the past two years, stalling rural development progress.
He also claimed that elected Pradhans are being unjustly suspended, and those reinstated by courts are being dismissed again without valid reasons. Dotasra reminisced about the vision of former Prime Minister Rajiv Gandhi, noting that the 73rd and 74th Constitutional Amendments were designed to empower grassroots democracy and offer leadership roles to marginalized communities—a principle the BJP fundamentally opposes.
Additionally, he highlighted the BJP's delay in forming the OBC Commission, despite a Supreme Court ruling in 2021, further postponing elections.
Dotasra cautioned that due to the BJP's indecisiveness and the “One State–One Election” initiative, Rajasthan risks forfeiting Rs 3,000 crore in central funds. He also criticized the Centre for undermining MNREGA, stating that Rajasthan is owed Rs 5,000 crore while rural employment has collapsed.
He asserted that the people of Rajasthan are aware of the BJP's schemes and will react decisively at the polling stations.
The conference was attended by RPCC President Govind Singh Dotasra along with Rajasthan in-charge Sukhjinder Singh Randhawa, Leader of Opposition Tika Ram Jully, former State President Dr C.P. Joshi, National President of Rajiv Gandhi Panchayati Raj Organisation Sunil Panwar, and various senior civil society activists, district Congress presidents, and party leaders from across the state.
