Election Commission Dismisses 73 Returning Officers Ahead of West Bengal Elections
Synopsis
Key Takeaways
Kolkata, March 23 (NationPress) In a notable turn of events late Monday night, the Election Commission of India (ECI) has dismissed a total of 73 Returning Officers (ROs) in West Bengal, which is set to conduct elections in two phases on April 23 and April 29. This action has sparked a potential clash between the ECI and the West Bengal government, as tensions rise with the ruling Trinamool Congress over the recent transfer of various bureaucrats and police personnel, including former Chief Secretary Nandini Chakraborty, ex-Home Secretary Jagdish Prasad Meena, former acting Director General of Police Peeyush Pandey, and the prior Commissioner of Kolkata Police Supratim Sarkar.
West Bengal is comprised of 294 Assembly constituencies, typically each having one Returning Officer. With the dismissal of these 73 officers, approximately 26 percent of the total ROs in the state have been changed. The Commission issued this notification late Monday evening.
Additionally, a public interest litigation (PIL) has been lodged in the Calcutta High Court contesting the ECI's decision to transfer several high-ranking bureaucrats and police officers from the state cadre. The first hearing in this case took place on Monday.
During the proceedings, the ECI's legal representative informed the Calcutta High Court division bench that bureaucratic and police transfers differ from state to state based on local necessities.
The counsel argued that while the Commission's powers are not unlimited, it possesses the necessary authority to implement decisions aimed at ensuring that the electoral process is free, fair, and devoid of violence.
The court was also presented with data regarding the transfers, replacements, and deputations of bureaucrats and police officers in other states gearing up for elections.
The next session for the division bench, led by Chief Justice Sujoy Paul and Justice Partha Sarathi Sen, is set for Wednesday.
