Election Commission of India Suspends BDO in Bengal for Negligence

Kolkata, April 3 (NationPress) On Friday, the Election Commission of India (ECI) declared the suspension of a joint block development officer (BDO) and assistant returning officer (ARO) in East Burdwan district, West Bengal, due to severe dereliction of duty.
The official in question is Jyotsna Khatun, who serves as the joint BDO and ARO for the Khandaghosh Development Block.
In a notification issued by ECI's Secretary Sujeet Kumar Mishra to the Chief Secretary of West Bengal, Dushyant Nariala, directions were given to suspend Khatun immediately and initiate disciplinary proceedings against her.
"The Commission's orders are to be executed without delay, and a compliance report is required by 11 a.m. on April 4, 2026," the notification stated.
Additionally, the ECI clarified that the number of bureaucrats and police officers transferred post-model code of conduct (MCC) is minimal compared to the large number of personnel transferred just before the MCC was enforced.
According to ECI data shared on Friday evening, between the announcement of the special intensive revision (SIR) on October 27, 2025, and the elections announced on March 16, 2026, the West Bengal government transferred a significant total of 1,370 officers, which included 97 IAS officers, 146 IPS officers, 1,080 West Bengal Civil Service officers, and 47 West Bengal Police Service officers.
"The disorder created by the West Bengal government was rectified by the ECI with a minimal number of transfers," stated an insider from the Commission.
Meanwhile, the West Bengal Chief Electoral Officer (CEO) released a statement on social media on Friday, asserting that the ECI has adopted a zero-tolerance stance towards ensuring free, fair, and violence-free elections for the 294 Assembly constituencies in West Bengal, scheduled to take place in two phases later this month.
