Gujarat has cemented its position as India's leading startup state, recording more than 19,000 ventures recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) — the highest tally among states and a benchmark in the Start-up India mission launched under the Narendra Modi government. The milestone comes as the Centre marks 12 years of the current administration, with Gujarat's startup trajectory standing out as one of its most cited achievements.

Five Consecutive National Rankings

Gujarat was named the best-performing state in the Startup India Rankings for the fifth consecutive year, an honour awarded at the national startup rankings event held earlier this year. The recognition reflects the state's sustained policy focus on entrepreneurship, innovation infrastructure, and industry-linkage programmes — a combination that few other states have matched over the same period. Chief Minister Bhupendra Patel's administration has continued the momentum built over successive Bharatiya Janata Party (BJP) governments in the state.

Student Startup and Innovation Policy: Scale and Impact

A cornerstone of Gujarat's startup push is the Student Startup and Innovation Policy (SSIP), first launched in 2017-18 for a five-year term. Its successor, SSIP 2.0, was introduced in 2022 and broadened the scope to cover both traditional sectors and emerging technologies. Under the combined SSIP framework, 3,287 startups have received guidance and incubation support, while grantee institutions have deployed ₹36.43 crore in financial assistance. More than 22.72 lakh students have been reached through startup awareness initiatives since the policy's inception.

At the school level alone, more than 1,948 startup proposals have been registered on the SSIP 2.0 portal, of which approximately 1,141 have been approved — an indication that entrepreneurial intent is being cultivated well before university entry.

i-Hub: Gujarat's Single-Window Innovation Engine

The Gujarat Startup and Innovation Hub (i-Hub), established in 2019 under the SSIP umbrella, has become the operational centre of the state's innovation ecosystem. As Gujarat's largest entrepreneurship facility, it offers legal, financial, technical, and strategic support through a single-window system, covering pre-incubation, incubation, and acceleration stages.

Since its founding, around 750 startups have received mentorship and financial assistance through i-Hub. Under the Startup Creation Seed Support Scheme, more than 400 startups have received funding worth ₹28 crore. These ventures have collectively generated over 4,000 jobs, with a combined market valuation of approximately ₹3,569 crore.

i-Hub has also facilitated more than ₹446 crore in private funding through venture funds. Operating on a hub-and-spoke model spanning more than 20 districts, it has extended entrepreneurship awareness to over 4.5 lakh youths across the state.

What the Numbers Signal for India's Startup Landscape

Gujarat's performance is notable in the context of India's broader startup ambitions. The Start-up India initiative, launched in 2016, set out to build a robust entrepreneurial culture across states — but the pace of adoption has been uneven. Gujarat's consistent top ranking suggests that state-level policy execution, particularly around student-focused incubation and district-level outreach, can meaningfully accelerate national targets. This is the fifth year running that the state has held the top slot, making its lead structural rather than incidental.

Going forward, the expansion of i-Hub's district network and the pipeline of school-level proposals under SSIP 2.0 will be key indicators of whether Gujarat can sustain this trajectory as competition from states like Karnataka, Maharashtra, and Telangana intensifies.
