What Are the Irregularities in the Ayyappa Meet Accounts Raised by Kerala HC?
Synopsis
Key Takeaways
Kochi, Feb 11 (NationPress) The Kerala High Court has raised significant concerns regarding the discrepancies found in the income and expenditure accounts of the Sabarimala Global Ayyappa Meet. The court noted that the apparent irregularities suggest a case of “grave financial indiscipline” and has instructed the Travancore Devaswom Board to provide a thorough explanation.
The Sabarimala Global Ayyappa Meet was a single-day event that took place in Pamba last September.
During their review of the accounts, a Division Bench observed that contracts related to the event were awarded without following the necessary tendering processes.
Furthermore, discrepancies were identified between the invoices submitted and the actual materials that were reported as supplied.
Of particular note was the lack of proper accounting for the prasadam distributed to attendees during the event.
An audit report presented to the court revealed that out of the 150 beds claimed to have been purchased for the event, 50 could not be accounted for.
Additionally, Rs 2 crore drawn from the Devaswom Board remains unpaid.
The court remarked that these lapses indicate serious financial mismanagement and a failure to comply with established procedures.
Irregularities were also evident in the GST aspects of the accounts.
While the Board qualifies for an input tax credit of Rs 1.07 crore, only Rs 45.76 lakh has been reported in the filings made with the authorities.
The court highlighted the ambiguity surrounding whether the remaining Rs 61 lakh has been accurately credited to the Board's accounts or adjusted in future filings.
Moreover, a bill indicates Rs 2.80 lakh for cabling work, but there is no confirmation that this work was completed at the event venue.
The Special Commissioner submitted the financial accounts to the High Court on Wednesday, which noted numerous inconsistencies in the financial statements associated with the event.
The court has requested a detailed response from the Devaswom Board regarding the discrepancies identified in the audit.
In the meantime, Devaswom Minister V.N. Vasavan asserted that the State government had merely provided basic infrastructure support for the event.
He stated that Rs 4 crore had been raised through sponsorships and that the Board needs to clarify the remaining financial entries.
