Congress Unveils Five Guarantees at Assam Rally While Criticizing BJP
Synopsis
Key Takeaways
Guwahati, March 29 (NationPress) Congress President Mallikarjun Kharge spearheaded a dynamic campaign in Assam's Naoboicha Assembly constituency on Sunday, presenting a five-point "guarantee" agenda while delivering a strong critique of the BJP-led government both at the state and national levels.
Accompanying Kharge were former Chhattisgarh Chief Minister Bhupesh Baghel, senior Jharkhand leader Bandhu Tirkey, APCC president Gaurav Gogoi, and other prominent figures, all rallying in support of Congress candidate Dr. Joy Prakash Das.
Kharge outlined significant commitments should Congress regain power, including a monthly stipend of Rs 9,000 for women, alongside Rs 50,000 in financial aid to help initiate businesses. He also assured an insurance policy of Rs 25 lakh per family, land certificates for 10 lakh native "bhumiputras", and a monthly support of Rs 1,250 per family.
Additionally, the Congress chief promised that justice would be served in the Zubeen Garg case within a 100-day timeframe upon being elected.
In his remarks targeting the BJP, Kharge accused the ruling party of neglecting the rights of indigenous communities and prioritizing corporate profits over public welfare.
Echoing Kharge's sentiments, Baghel, Tirkey, and Gogoi criticized the BJP for its failure to address issues affecting Assam’s rural economy, escalating unemployment rates, and land-related challenges.
Bandhu Tirkey, a noted tribal leader from Jharkhand and former state minister, is well-regarded for his grassroots engagement with Adivasi communities. His involvement in Assam is viewed as a strategic move by Congress to strengthen ties with tribal and marginalized voter demographics.
The Naoboicha Assembly constituency, situated in Assam’s Lakhimpur district, holds significant political weight within the Lakhimpur Lok Sabha constituency. Its evolving electoral landscape has made it a focal point in Upper Assam.
Post the latest delimitation, Naoboicha has been designated for Scheduled Caste (SC) candidates since 2023, a change anticipated to alter political dynamics and candidate strategies in the lead-up to the 2026 Assembly elections.
In the 2021 Assam Assembly elections, senior Congress politician Bharat Chandra Narah triumphed on an Indian National Congress (INC) ticket, defeating Independent candidate Ajijur Rahman by a margin of 3,613 votes, reaffirming Congress’s presence in the constituency, largely attributed to Narah’s personal rapport and grassroots connection.
Previously, in the 2016 Assembly elections, AIUDF candidate Mamun Imdadul Haque Chawdhury emerged victorious, underscoring the constituency's fluctuating voter preferences and complex electoral battles.
Naoboicha has a history of intense electoral contests involving Congress, the All India United Democratic Front (AIUDF), and Independent candidates, often resulting in narrow victory margins. This trend highlights the divided voter base and the critical role of local factors, including candidate integrity, caste considerations, and regional concerns.
The upcoming 2026 Assembly elections promise to heighten competition in the constituency, featuring key candidates such as Congress’s Dr. Joy Prakash Das, AAP’s Achyut Das, and AGP’s Basanta Das. With various parties actively mobilizing and the new SC reservation in effect, Naoboicha is poised for a fierce electoral showdown that could significantly shape the political terrain in Upper Assam.
