Maharashtra AI Policy: 1.5 lakh jobs, ₹500 crore VC fund, India's first Ethical AI framework
Synopsis
Key Takeaways
The Maharashtra Cabinet on Wednesday, 29 April 2025, approved the state's Artificial Intelligence Policy, with Information Technology Minister Ashish Shelar saying the landmark policy aims to position Maharashtra at the forefront of India's digital and technology landscape. The policy targets 1.5 lakh AI-based jobs, training for 2 lakh youth, and makes Maharashtra the first state in the country to establish a dedicated framework for Ethical AI.
Key Targets and Employment Goals
The primary objective of the policy is large-scale employment generation, with approximately 1.5 lakh AI-based jobs to be created across the state. Alongside, around 2 lakh youth will be trained in AI to build a future-ready skilled workforce, according to an official government release. The policy also envisages developing 50 AI tools and use cases to promote AI adoption across industry and business.
Infrastructure and Industry Support
To support implementation, a robust computing infrastructure will be developed, including the provisioning of 2,000 GPUs within the state. The policy further proposes setting up six Centres of Excellence for Artificial Intelligence across Maharashtra. An Applied AI Accelerator initiative will be promoted specifically to enhance AI adoption in the manufacturing sector. Financial assistance will be extended to 5,000 MSMEs to improve productivity and profitability through AI adoption.
Startup Ecosystem and Funding
Special emphasis will be placed on encouraging AI-based startups and creating unicorns, Minister Shelar said. A ₹500 crore venture capital fund will be established, with ₹250 crore contributed directly by the state government. Subsidies will also be provided for machinery procurement for AI-based industries, further lowering the barrier to entry for emerging players in the ecosystem.
Incentives and Citizen-Facing Initiatives
The state government will offer a range of incentives to boost AI adoption across education, employment, innovation, and industry — including concessions in electricity tariffs, power subsidies, and stamp duty. Focus will also be placed on developing AI-based agents to improve communication between citizens and the administration. Financial support will be provided to develop data ecosystems in Marathi and other local languages, ensuring inclusivity in the AI transition.
India's First Ethical AI Framework
In what Minister Shelar described as a nationally significant step, Maharashtra will become the first state in India to create a dedicated framework for Ethical AI. Financial assistance will also be extended to promote indigenous AI research. Investment regions will be developed to attract greater private and institutional investment into the state. This comes amid a broader national push for responsible AI governance, with India yet to finalise a central AI regulatory framework.
With sectoral guidelines and implementation timelines expected to follow the Cabinet approval, industry observers will watch closely whether Maharashtra's ambitious targets translate into measurable outcomes on the ground.
