Mumbai, March 9 (NationPress) On Monday, both chambers of the state Legislature unanimously approved the Maharashtra Stamp (Amendment) Bill 2026, designed to facilitate the swift resolution of outstanding stamp duty cases and enhance administrative efficiency.
The bill was presented by Revenue Minister Chandrashekhar Bawankule. With a significant increase in the financial authority granted to local officials, residents will no longer be required to seek decisions from the Inspector General of Registration (IGR) for various stamp duty issues, the Minister explained.
By modifying Section 52-A of the existing Act, administrative powers have been decentralised. This change aims to alleviate the considerable burden on the IGR office and enable faster decision-making at the local level, according to Bawankule.
With the new amendments, the Collector (Stamps) can make decisions on stamp duty issues up to Rs 20 lakh, while the Deputy Inspector General of Inspection (excluding Mumbai) will handle matters up to Rs 50 lakh. In Mumbai, the additional controller of stamps can address issues up to Rs 1 crore, and the chief controlling revenue authority will also manage matters up to Rs 1 crore.
While discussing the bill, Minister Bawankule remarked, “Currently, numerous cases remain unresolved with the State Inspector General of Registration, primarily due to the low financial limits imposed on local officials. This situation has necessitated frequent trips to Mumbai for citizens, resulting in considerable mental strain. Now, high-value cases can be addressed at the Collector and Deputy Inspector General levels, promoting transparency and aiding in clearing the extensive backlog of pending cases.”
The Legislative Council had previously endorsed Bill No. 9 (2026) before it was introduced in the Legislative Assembly. Today, the Assembly examined the bill clause by clause and passed it by a majority vote.
Additionally, the 'Maharashtra Land Revenue Code Amendment Bill 2026' (Bill No. 2) was presented in the House, as mentioned by the minister. This historic reform is anticipated to expedite the operations of the Revenue Department and assist in promptly addressing technical challenges in property sale and purchase transactions, Minister Bawankule noted.
