MHIP shaped Mizoram's marriage and inheritance law, says CM Lalduhoma
Synopsis
Key Takeaways
Mizoram Chief Minister Lalduhoma on Monday, 17 August credited the Mizo Hmeichhe Insuihkhawm Pawl (MHIP) — the state's most prominent women's voluntary organisation — with playing a decisive role in shaping the Mizo Marriage, Divorce and Inheritance of Property Act, 2014. The remarks came as he laid the foundation stone for the organisation's new General Headquarters building in Aizawl.
Foundation Stone and New Headquarters
The new MHIP headquarters will come up at the same site as the original building, which was first occupied on 20 April 1993. Construction is estimated to cost ₹3.70 crore, funded under the Special Assistance to States for Capital Investment (SASCI) 2025–26 scheme. Chief Minister Lalduhoma urged the MHIP to closely oversee every phase of construction to ensure quality standards are met.
MHIP's Legacy and National Recognition
Founded on 6 July 1974, the MHIP is the largest women's non-governmental organisation in Mizoram, focused on women's empowerment, social welfare, and community development. In 2016, the organisation received the Nari Shakti Puraskar from the Union Ministry of Women and Child Development, recognising its sustained contribution to women's welfare. Lalduhoma described the MHIP and similar voluntary bodies as 'key pillars of society,' responsible for guiding younger generations and strengthening social institutions.
Government Support and Self-Sufficiency Push
Noting that the MHIP is the only major NGO in the state exclusively dedicated to women and children — and that it was established with government backing — the Chief Minister affirmed the administration's commitment to extending support to the maximum possible extent. At the same time, he encouraged the organisation to work towards financial self-sufficiency by generating its own revenue, ensuring long-term operational stability independent of government allocations.
Broader Infrastructure for Women's Welfare
The foundation-stone ceremony came alongside updates on several other state initiatives. A large Convention Centre is being developed under Swadesh Darshan 2.0 on land belonging to the Young Mizo Association (YMA) at Thingsulthliah. Additionally, Working Women's Hostels are currently under construction at seven locations across Mizoram as part of the government's broader women's welfare agenda.
Financial Reforms and Project Execution
The Chief Minister also outlined administrative steps to speed up development delivery. Under a newly introduced Financial Advisory System, significant financial powers have been delegated to Department Secretaries to accelerate project implementation. On SASCI funds — which are allocated fresh each year — Lalduhoma noted that existing projects must be completed and their accounts settled before new funds can be drawn. He called for stronger inter-departmental coordination to ensure timely project completion. The emphasis on execution signals a governance shift toward accountability-linked disbursement in the state.
