The Madhya Pradesh government, led by Chief Minister Mohan Yadav, on Friday, 25 July 2025, executed a sweeping administrative reshuffle, transferring and reposting 20 Indian Administrative Service (IAS) officers across seniority levels — from Additional Chief Secretary to District Collector. The orders were issued late Friday by the General Administration Department and take immediate effect.

Senior Appointments

Sachin Sinha (1995 batch), formerly Director General of the RCVP Noronha Academy of Administration and Management in Bhopal, has been elevated to Additional Chief Secretary, Public Health and Medical Education Department. K.C. Gupta (1992 batch), Additional Chief Secretary of the Cottage and Rural Industries Department, has been handed the additional charge of the Horticulture and Food Processing Department, while retaining his role as Agriculture Production Commissioner.

Rajendra Kumar Singh (1997 batch) moves from the Industrial Policy and Investment Promotion Department to the Forest Department as Principal Secretary, retaining additional charge of the Anand Department. Sandeep Yadav (2000 batch) shifts from the Forest Department to the Water Resources Department, continuing to hold the NRI portfolio.

Key Secretariat Changes

John Kingsley I.R. (2004 batch) has been appointed Secretary of the Industrial Policy and Investment Promotion and MSME departments. Dr. Sudam P. Khade (2006 batch), who was serving as Commissioner of Indore Division, has been posted as Secretary to the Chief Minister — a politically significant placement close to the seat of power.

Filling the vacancy left by Khade, Bhaskar Lakshakar (2010 batch), Commissioner-cum-Director of Food, Civil Supplies and Consumer Protection, has been appointed Commissioner, Indore Division. Notably, Additional Chief Secretary Neeraj Mandloi (1993 batch) has been given additional charge of the Industrial Policy and Investment Promotion and MSME departments, and Principal Secretary Manish Singh (1997 batch) has been entrusted with additional charge of the Energy Department. Principal Secretary E. Ramesh Kumar (1999 batch) takes on the additional charge of the Narmada Valley Development Department and its associated organisations.

District Collector Postings

Six fresh Collector appointments were made across the state. Ajay Katesariya (2012 batch) takes charge as Collector of Ratlam; Ratankar Jha (2012 batch) as Collector of Anuppur; Misha Singh (2016 batch) as Collector of Shahdol; Divyank Singh (2017 batch) as Collector of Mandsaur; Sher Singh Meena (2017 batch) as Collector of Agar Malwa; and Guru Prasad (2017 batch) as Collector of Khargone. Kedar Singh (2012 batch), the outgoing Collector of Shahdol, has been moved to the Public Works Department as Additional Secretary.

Harshal Pancholi (2015 batch) has been appointed Executive Director of EPCO, Bhopal, while Aditi Garg (2015 batch) takes charge as Development Commissioner, Food, Civil Supplies and Consumer Protection, with additional responsibility as Deputy Secretary in the department. Preeti Yadav (2016 batch) has been appointed Managing Director of the Madhya Pradesh Industrial Development Corporation in Indore. Siddharth Jain (2018 batch) joins the Chief Secretary's Office as Deputy Secretary, and Himanshu Prajapati (2019 batch) has been named Chief Executive Officer of the District Panchayat, Indore.
