Maharashtra BJP's Sudhir Mungantiwar Critiques Bureaucratic Blindness
Synopsis
Key Takeaways
Mumbai, March 24 (NationPress) Veteran Bharatiya Janata Party (BJP) member Sudhir Mungantiwar delivered a scathing critique of bureaucratic officers on Tuesday during a session in the Maharashtra Assembly, asserting that "blind intelligence poses a risk comparable to blind faith".
He directed his criticism toward officials at the Mantralaya, where state Ministers and bureaucrats operate.
Often vocal against government shortcomings and bureaucratic inertia, Mungantiwar referenced the "Ashok Kharat case"—involving a self-styled astrologer apprehended for fraudulent activities—to highlight systemic issues within the bureaucracy.
This discussion was prompted by remarks from Ravi Rana, Chairman of the State Assurances Committee, who, after presenting the committee's findings, expressed dissatisfaction with government officials for their lack of timely follow-through on commitments made by Ministers.
Rana pointed out that many officials frequently miss Assurances Committee meetings, urging that state Ministers must take personal responsibility to ensure their pledges are honored.
In response to Rana's observations, Mungantiwar stated that the Chairman appeared "helpless" while delivering the report.
He further remarked, "If officials are absent from meetings, it suggests some within the Mantralaya resemble Kharat, who dispenses 'magic water'—a nod to superstition and deceit."
Continuing, he added, "Similar to superstition, blind intelligence is perilous. Ministers passionately make assurances in this House, yet officials hesitate to act on those commitments. The public elected Ministers to represent them, not the bureaucrats."
Mungantiwar also unveiled a new bureaucratic strategy where officials persuade Ministers that certain assurances cannot be realized, leading to Ministers formally notifying the committee of an assurance's impracticality.
Assembly Speaker Rahul Narwekar took note of Mungantiwar's statements, stressing that legislative committees represent the "soul of the House". He condemned any delay or evasion of committee meetings by officials as unacceptable and an "assault on the sovereignty of the House", promising strict measures against any officials who miss future meetings.
