Mumbai, February 24 (NationPress) In a vehement critique of bureaucratic inertia, BJP MLA Sudhir Mungantiwar took center stage in the Legislative Assembly on Tuesday to voice his profound frustration regarding the inordinate delays in responses to proposals submitted by members through various legislative channels.
To emphasize the issue of red tape, Mungantiwar pointed out a striking instance: a Cut Motion he introduced on March 16, 2022, elicited a response only on February 18, 2026, nearly four years later.
Expressing his displeasure with the sluggish legislative procedures, he humorously proposed that the Speaker should introduce a "Thoko Bill-2026" aimed at penalizing negligent officials.
Mungantiwar remarked, "When members are left waiting for answers for four years, it clearly indicates that there is a lack of respect for the legislature. Such indifference is eroding the integrity of the House's proceedings."
He called on Assembly Speaker Rahul Narwekar to investigate the delays concerning Cut Motions and to deliver a report within two days, insisting on stringent measures against those accountable.
Mungantiwar added, "The Speaker cannot merely lead with goodwill. The current situation is beginning to resemble folklore, akin to 'Chivtai, Chivtai, Open the Door' or the famous 'Birbal’s Khichdi' that never cooks. If the Speaker is earnest about elevating the quality of the Legislature, he must wield the Silver Scepter placed before him effectively."
Supporting Mungantiwar’s sentiments, Chief Minister Devendra Fadnavis humorously noted that Mungantiwar was "fortunate" to receive a response in just four years.
He shared his own experience, stating that he received a reply to a Cut Motion he raised as a legislator only after assuming the role of Deputy Chief Minister.
The Chief Minister underscored the necessity for a comprehensive Audit System to enhance legislative efficiency. He proposed that Ministers and the Chief Minister’s Office (CMO) should receive routine updates on outstanding assurances, unstarred questions, and attention-calling motions.
Moreover, he advocated for the Legislature to monitor and follow up on proceedings even during recess periods.
He stressed the importance of leveraging modern technology to establish an independent tracking system for all parliamentary instruments.
Congress MLA Vijay Wadettiwar also contributed to the debate, insisting that timely responses to 'Points of Propriety' were essential and that a dedicated tracking mechanism should be set up to keep members apprised of the status of their inquiries.
In response to the outcry, Speaker Rahul Narwekar acknowledged that tracking had previously been conducted manually, which had proven challenging due to the large volume of motions.
“A digital platform is in development to monitor every parliamentary tool, enabling members to see whether a reply has been received and the specific duration of any delay. Records from the Legislature dating back to 1937 through 2025 have been fully digitized and will soon go live,” he announced.
