Is the ‘Double-engine govt’ the Only Route to Himachal’s Growth?
Synopsis
Key Takeaways
Shimla, Dec 13 (NationPress) Asserting that the sole route to the development of Himachal Pradesh is a “double-engine government”, BJP National President J.P. Nadda addressed a large audience in the state capital on Saturday. He remarked that despite the state receiving thousands of crores from the Centre, there has been no tangible progress in the Congress-led state.
Criticizing the Congress for its ad-hoc governance and internal conflicts, the Union Health Minister stated that the Congress has severely disrupted the operational framework of the state. “A Congress that obstructs development funds is unfit to govern. BJP volunteers will convey the truth to every village,” Nadda declared during the felicitation rally ahead of the upcoming Assembly elections in late 2027.
Nadda, who laid the foundation stone for the party’s state office earlier, commenced his speech by invoking the blessings of Maa Tara Devi and Lord Hanuman, emphasizing that this gathering transcended mere politics and was a reaffirmation of collective commitment to nation-building.
Reflecting on his political journey, J.P. Nadda, who was the Forest Minister in the state from 2008 to 2010 before transitioning to national politics, noted that the monumental victory in Bihar signifies the people’s unwavering belief in Prime Minister Narendra Modi. “Mothers, sisters, youth, farmers, and workers in Bihar have once again validated Prime Minister Modi’s policies and leadership,” he remarked.
He stressed that the Bihar mandate sends a strong message nationwide, indicating that those engaging in political maneuvers with the aid of infiltrators will find no acceptance in India. “No matter how many protests they organize, the public will dismiss infiltrators and their allies,” Nadda asserted.
Recalling his warnings during the last Assembly elections, Nadda urged citizens not to repeat the mistake of electing Congress, asserting that the only way forward for Himachal’s growth is through a double-engine government.
He emphasized that the populace desires progress for Himachal, while Congress remains entrenched in power struggles. “The Congress is only driven by self-interest and has no vision for the future,” he said.
Nadda’s political trajectory began in the Akhil Bharatiya Vidyarthi Parishad (ABVP), the RSS student wing, where he cultivated connections from college to state politics. Starting as a student leader in 1978, he worked alongside notable leaders like Nitin Gadkari and Amit Shah, also serving in the party’s youth wing, the Bharatiya Yuva Morcha, from 1991 to 1994.
Highlighting the importance of organizational strength, the BJP chief stated that Prime Minister Modi has mandated that party offices be modernized to function as hubs for dialogue, ideation, and planning. He announced plans to establish 787 BJP offices nationwide, with 617 already completed. In Himachal Pradesh, nine offices have been finished, and the remaining are rapidly progressing.
Nadda elaborated on the BJP’s organizational philosophy, introducing the concept of the ‘5 Ks’: karyakarta (workers), karyakram (programmes), course (training), kosh (funds), and karyalaya (office).
According to him, BJP offices symbolize values and culture, serving as platforms for public service, national advancement, and the vision of a developed India.
He remarked that Indian politics underwent a significant transformation 11 years ago. Previously, governments formed at the Centre became beholden to specific classes, families, castes, or religions. Prime Minister Modi shifted this paradigm to a politics of “one voice, one government.”
Modi identifies himself as the nation’s Pradhan Sevak (chief servant). The Kartavya Path and Kartavya Bhavan embody this new political ethos centered on duty. Nadda asserted that the BJP government is accountable for its promises; it delivers on commitments made and even exceeds expectations.
In stark contrast, he claimed that UPA’s political strategy focused on casteism, appeasement, and nepotism, while the BJP emphasizes accountability and effective governance. Citing recent electoral results, he noted that in Haryana, Congress had prematurely celebrated, yet the public reaffirmed their trust in Prime Minister Modi.
“The Congress faced a devastating defeat in Maharashtra, while Bihar also granted a historic mandate,” Nadda reiterated. The BJP’s guiding principle remains Sabka Saath, Sabka Vikas, Sabka Vishwas.
Nadda criticized all political factions except the BJP for their fixation on power without any ideological clarity. He highlighted BJP’s accomplishments such as the abrogation of Article 370, facilitating the Ram Temple's construction, and ending the practice of triple talaq, thereby delivering justice to Muslim women, a reform already seen in several Muslim-majority nations.
In a scathing attack on the Congress, he accused the party of undermining Vande Mataram and the spirit of India’s independence movement, while asserting that the BJP practices politics aimed at national progress. He expressed confidence that the BJP will establish governments in West Bengal, Tamil Nadu, Puducherry, and Assam in the near future.
With over 14 crore members, more than 10 lakh active workers, and organizational committees in over six lakh booths, the BJP has emerged as the world’s largest political party.
Underlining India’s evolution under Prime Minister Modi, Nadda noted that India has ascended to become the world’s fourth-largest economy. More than 160 new airports have been constructed, and ‘Made in India’ has become a leader in mobile manufacturing. Ayushman Bharat has aided over 62 crore individuals, while sanitation campaigns and toilet construction have restored dignity to millions of mothers and sisters.
Focusing on Himachal Pradesh, the BJP President sharply criticized the Congress government, questioning Chief Minister Sukhvinder Sukhu on what the Centre has withheld from the state. Nadda noted that the Centre allocated Rs 3,789 crore for disaster relief, over Rs 1,000 crore for Smart Cities, funds for Vibrant Village development, medical institutions, AIIMS Bilaspur, a bulk drug park, four-lane highways, and the establishment of Baddi as a pharmaceutical hub, yet the Congress government persists in spreading misinformation.
He pointed out that the Centre has dispatched over Rs 2,000 crore as special assistance and approved Rs 1,442 crore under JICA funding, but the Congress government utilized only about 50 percent of the funds across various initiatives. A government unable to effectively utilize funds, he argued, is unfit to govern.
Nadda criticized the Congress for frequently shutting down the treasury, running the administration on temporary measures, and lacking coordination between the Chief Minister and his ministers. The Congress has failed to present even a single concrete project to the Centre.
Challenging them, Nadda stated that if the state submits any well-prepared project, the Centre will approve it without delay.
He urged BJP workers to disseminate these facts and truths throughout every village and town, enabling the people of Himachal to liberate themselves from the misrule of Congress and decisively pursue development and effective governance.
