Seoul, June 24 (NationPress) North Korea convened a significant party meeting to assess the execution of state policies during the first half of the year, as reported by state media on Tuesday. Interestingly, details regarding a speech by Kim Jong-un were not disclosed, marking a rare occurrence.
The 12th plenary session of the eighth Central Committee of the ruling Workers' Party of Korea (WPK) took place from Saturday to Monday, according to the Korean Central News Agency (KCNA).
This meeting aimed to evaluate policy outcomes for the first half and outline strategies for the upcoming months, as stated by the KCNA.
Although Kim presided over the meeting and delivered a speech, state media chose not to reveal its contents. It remains unclear if he directed any remarks toward the United States or South Korea during this time.
The unification ministry of South Korea noted the unusual decision by North Korea to omit Kim's speech and avoid discussing diplomatic matters during the meeting.
Attention was drawn to this party meeting, particularly concerning whether Kim would address Washington and Seoul, especially since US President Donald Trump and President Lee Jae Myung have recently shown amicable gestures toward North Korea.
According to a ministry official, “North Korea likely withheld details from the meeting due to the ongoing uncertainty surrounding South Korea and US policies regarding the North, compounded by the volatile international security landscape amid the Russia-Ukraine conflict and tensions between Israel and Iran.
During this gathering, North Korea also refrained from addressing the management of party officials implicated in a warship accident that occurred in May, which Kim previously attributed to “absolute carelessness” and “irresponsibility.”
A new 5,000-ton destroyer capsized and partially submerged during its launch ceremony in late May at the northeastern port of Chongjin. The North launched it at the Rajin shipyard after extensive repairs.
Moreover, North Korea announced a unanimous decision to schedule the ninth party congress during the latest meeting, labeling this event as a significant “watershed” for the advancement of the WPK.
The previous party congress, a crucial event held every five years, took place in January 2021, where the regime unveiled plans for advanced weaponry, including military spy satellites and solid-fuel intercontinental ballistic missiles.

According to images shared by North Korea's state media, Ri Hee-yong, a party secretary, is believed to have been promoted to a member of the party's praesidium from being a regular member.
In contrast, Ri Pyong-chol, the general adviser for the party's munitions policy, appears to have been demoted to a regular member from his previous position in the praesidium. Additionally, Ri Il-whan, another party secretary believed to be facing punishment, was noticeably absent from the meeting.
