The Odisha Livelihoods Mission (OLM) on Monday signed a Memorandum of Understanding (MoU) with IIT Bhubaneswar to provide structured incubation support to rural women-led enterprises across Odisha, marking a significant step in transforming Self-Help Groups (SHGs) into formalised small and medium enterprises. The partnership is being operationalised under the Start-up Village Entrepreneurship Programme (SVEP), part of the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM).

What the Incubation Programme Covers

Under the collaboration, rural women entrepreneurs will receive end-to-end support spanning business planning, product development, quality enhancement, market linkages, access to finance, and professional networking. IIT Bhubaneswar will serve as the designated incubation partner, bringing technical expertise and institutional credibility to what has largely been a grassroots-level enterprise ecosystem.

The programme also envisages assistance in obtaining Udyam registration and mandatory compliance certifications. Notably, IIT Bhubaneswar will additionally help select enterprises secure patents and process certifications — a step aimed at creating distinct market identities for products originating from Odisha.

Scale, Funding, and Timeline

As per DAY-NRLM guidelines, at least 150 growth-oriented rural enterprises will be supported through the incubation process over the next three years. The Union Ministry of Rural Development has approved a total expenditure of ₹10.70 crore for the programme. In the first phase, ₹99 lakh has been sanctioned to IIT Bhubaneswar for implementation.

Deputy Chief Minister Pravati Parida, speaking at the signing ceremony, said the government is committed not only to making women employable but also to nurturing them as successful entrepreneurs. "The collaboration with a premier institution like IIT Bhubaneswar has opened new avenues of opportunity for SHG women. Through technical guidance and advanced training, they will be able to position their products at national and international levels," Parida said.

She described the initiative as a milestone in the journey towards a 'Viksit Odisha' and a major step towards boosting women's confidence and economic empowerment.

Broader Significance for Rural Entrepreneurship

This comes amid a national push under NRLM to graduate SHGs from subsistence-level activity to scalable enterprise. Odisha's model — anchoring a technology institution at the centre of a rural livelihoods programme — is relatively uncommon among state-level implementations and could serve as a replicable template. The state government noted that the incubation programme is expected to create a 'vibrant entrepreneurial ecosystem' and pave the way for SHGs to transform into small and medium enterprises.

With the first phase already funded and IIT Bhubaneswar formally onboarded, the programme's rollout across Odisha's rural districts will be closely watched as a test of whether institutional partnerships can meaningfully accelerate women-led rural enterprise at scale.
